Description
See Note Number 22. The US Navy Waterfront Facilities and Bridge Inspection Program managed by the Navcal Facilities Engineering Command (ECD) needs to implement a total asset management system. The US Navy Waterfront Facilities and Bridge Inspection Program currently uses an access based data management system which only includes the waterfront facilities portion of the program. The selected contractor will furnish the required software, database, and technical support for the implementation of a new asset data management system and modifications to the existing asset data management system. This will combine the two systems into one complete asset data management system. The contractor shall provide the necessary personnel, equipment and software for the development and implementation of this asset data management system for the US Navy Waterfront Facilities and the Bridge Inspection Program. Waterfront Facilities are defined as any structure, which is located on the waterfront, in connection with or potentially in contact with water or the marine environment. These waterfront facilities include, but are not limited to: piers, wharves, bulkheads, quaywalls, offshore towers, potable water storage tanks, instrument support structures, dry docks, moorings, bridges, underwater cables or any other similar structure. The contractor shall provide advanced training on this asset data management system to a group of Government engineers. This training shall include but is not limited to the input of all the current bridge inspection data and waterfront inspection data. The contractor shall be responsible for this data entry in that all data is entered correctly. The contractor shall assist in bridge inspection data transfer to FHWA format, including any required reports. Upon completion of these requirements, the contractor shall submit a Final Summary Report including a general review of the asset data management system; identification of any process improvements needed currently or in the near future, and detailed methodology for the use of the asset data management system.
