Description

The Virginia Contracting Activity (VACA) on behalf of the Defense Intelligence Agency is seeking responses from Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) to provide focused research, baseline information and/or completed analysis pertaining to certain countries. VACA intends to issue a series of requirements that will be set-aside for the exclusive participation of HBCU/MI's. For certain projects, VACA is seeking at least one professor or senior student/graduate student to work in DIA spaces with analyst and/or conduct discussions concerning methodologies. In addition, participation in analytical training for a period of not more than two weeks may be required. Research areas include the following: Health, Medical Environment, Government, Geographic Overview, Country Overview, International Relations, Domestic Issues, Military Forces, Information Operations, Science and Technology. Interested parties have 15 days from the publication date of this synopsis to submit their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining sources available for any future requirements. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a full and open competition basis, based upon responses to this synopsis is solely within the discretion of the Virginia Contracting Activity.
