Description

SOURCES SOUGHT NOTICE -- 1. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUBZone 8(a), 8(a), and HUBZone small) relative to NAICS Code 233320 (size standard $27.5 million average annual receipts for preceding three fiscal years). 2. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions for planned Fixed Price Contract -- see submittal requirements below. After review of the responses to this sources sought synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published in the CBD. Responses to this sources sought synopsis are not adequate response to the solicitation announcement. Responses to this sources sought synopsis will not result in your firm's name being added to a plan holders list to receive a copy of the solicitation. 3. There is no solicitation available at this time. All interested offerors will have to respond to the solicitation announcement in addition to, and separate from, responding to this sources sought synopsis. Interested parties must document any "teaming arrangements" proposed to complete the work. Interested parties must submit their qualifications, address technical and management capabilities and past experience with terra cotta restoration work of similar size (dollar magnitude) and nature. In addition, interested parties must submit a list of similar contracts performed (limit the list to 5 projects performed in the past 3 years). The list must include contract numbers, client's name, client's point of contact with phone number and email address, description of the work, dollar size, specific description of the respondent's actual work involvement (state whether you were the prime or a subcontractor, what specifically you did, and how much money was your portion of the project). Also, include the name address and telephone number of your bonding company and current bonding capacity. 4. The Scope of Work includes the removal of deteriorated terra cotta, installation of new terra cotta units, repointing of mortar joints, installation of joint sealant, installation of expansion and relief joints, application of surface coating, application of surface sealant, removal and replacement of parapet flashings, and incidental related work. The materials and equipment used for installation is to be from manufacturer(s) regularly engaged in the production of products which are of equal material, design, and quality as regularly used in the construction industry. Products shall have been in satisfactory use for ten years. The terra cotta is to be fabricated and shipped by an established manufacturer of terra cotta having the facilities to produce the terra cotta. Buildings 3 and 4 were constructed in 1906 and are listed as contributing properties of major significance within the Great Lakes Naval Training Center historic district. 5. Building 3 is currently being used as an administrative building and Building 4 is being used as a recreational facility. 6. The estimated magnitude of the project is between $1,000,000.00 to 1,500,000.00. 7. The period of performance is between 14 and 18 months after Notice to Proceed. 8. If an 8(a) business were to receive an award as prime contractor as a result of a 8(a) program set-aside the firm will be required to comply with FAR 52.219-14(b)(3) to perform at least 25 percent of the cost of the contract, due to the special trade work, not including the cost of materials, with its own employees. Provide evidence that on past contracts of a similar nature that your firm (as the prime contractor) was able to comply with this requirement. Responses to this sources sought synopsis must include information as to the size and classification of the business responding relative to the NAICS Code 233320 and its $27.5 million dollar size standard. This notice is to assist the Engineering Field Activity, Midwest in determining potential sources only. No solicitation is currently available. If and when a solicitation is issued, the solicitation, plans and specifications will only be available for downloading on the NAVFAC website at www.esol.navfac.navy.mil.
