- Description
- This announcement is notification that the Government intends to award a contract for the upgrade of Michie Stadium Phase II at USMA, West Point New York. During the construction phase, the government will procure fiber reinforced polymer (FRP) products and installation services from Fibrwrap Construction Inc., for the upgrade. This project includes installation of various connections on the west stands of Michie Stadium, in addition to other minor seismic rehabilitation. The general contract will be advertised o/a Jul 01 with a requirement to utilize Fibrwrap Systems installed by Fiberwrap Construction Inc. Due to the proprietary nature of the system, Fibrwrap Construction Inc. has provided their services and product to the Army Corps of Engineers Engineer Research and Development Center Construction Engineering Research Laboratory (ERDC-CERL) for testing to determine the following design criteria: In-plane shear and moment capacities, tensile loading capacities and accelerated environmental durability performance. The fiber reinforced polymer (FRP) test program will be made available to interested parties. Interested parties are required to notify NYD, attention: Rosemarie Trotman Contracting Division, 26 Federal Plaza, Room 1843, New York, NY 10278 within 10 calendar days after issuance of this announcement. Preference for this project will be given to those parties providing documentation that similar testing was performed or is planned, to determine the following data: statistically based values for the connectors based on similar concrete design as the west stands of Michie Stadium for (1) in-plane shear capacity, (2) in-plane moment capacity, (3) axial tensile capacity, and (4) in-shear performance following 250 cycles of freeze-thaw and heating and cooling at both low and high humidities. All testing must be completed and test results provided to the Government by 18 May 01. The government will not pay for any information submitted in response to this request or for any costs incurred in conducting any tests. Potential offerors may joint venture for this project. This announcement serves as a formal market survey in accordance with the FAR and will be utilized to seek sole source procurement authority. The estimated cost of the services is estimated at $2M.
