- This is an updated synopsis notification for the ICE2 program. The Acquisition Strategy Panel was held on 4 Apr 01, at WR-ALC and Maj Gen Dennis Haines was the Chairman of the ASP. The approval to continue with the acquisition was provided. The ICE2 contract will be awarded as an ID/IQ contract to a single source. The initial ordering period will be four years and two, three-year incentive options will be established for the contract. The acquisition will be conducted as an Agency Level Source Selection. The scope of the ICE2 effort remains unchanged and is a world-wide sustainment and technical support effort for Intelligence and Command and Control systems. The solicitation review board (SRB) is scheduled to be held at WR-ALC 15-16 May 01. Release of the solicitation will occur after the successful completion of the SRB and the approval of the SAMP. The anticiapted date of RFP release is late May or early Jun 01. Proposals will be required 30 days after RFP release. Actual RFP closing date is unknown at this time. The Space and Special Systems Management Directorate, WR-ALC/LKKA, plans to competitively award a contract for computer maintenance, network administration, technical support, and network performance analysis. This effort will be in support of DoD Intelligence Information System (DoDIIS) and Command and Control (C2) communities. The ICE2 contract will provide worldwide computer maintenance and technical support. The equipment supported by this contract consists of commercial, modified-commercial, and specially designed equipment items. Departments and agencies supported by this multi-service contract include, but are not limited to, the Departments of the Army, Navy, Air Force, State, Energy, Treasury, Defense Intelligence Agency (DIA), Unified Commands, US Marine Corps, Coast Guard, Air National Guard, Special Operations Forces, Joint Reserve Intelligence Program, National Imagery and Mapping Agency, and the National Reconnaissance Office. The successful contractor will accomplish all maintenance necessary to ensure all equipment accountable to this contract meets Original Equipment Manufacturer (OEM) established standards, and all systems perform functions necessary to support the user. In general, the contractor shall provide computer equipment maintenance consisting of preventative maintenance & remedial maintenance of hardware, software services, inventory management, technical support services, network support services, network performance analysis, and instruction for the on-site Government employees on equipment and software changes. In addition, the contractor will provide Remote Diagnostic Services to monitor equipment and correct some failures at designated remote locations from assigned, staffed central site locations. This acquisition will utilize full and open acquisition procedures in accordance with FAR Part 15.101-1. The contract will be for a basic period of performance with annual follow-on options. RFP issuance is projected for Dec 00 with proposal receipt in Mar 01 and projected award in Jul 01.
