Description

NASA / KSC plans to issue a Request for Proposal (RFP) for Life Science Services at the Kennedy Space Center, Florida. The requirements include but are not limited to Project Management, Facilities and Laboratories Operations, Educational Outreach, Biological Support to Ground and Flight Operations, Processing of Flight Experiments, Medical Operations for Launch and Landing activities, and Agency Occupational Health Support. A sources sought synopsis was issued for market research purposes on November 30, 2000. Please note that the title of this acquisition has changed from the one used in the sources sought synopsis (from Life Science "Support" Contract to Life Science "Services" Contract). A list of interested parties who responded to the sources sought synopsis and / or attended one-on-one discussion that were held in January can be viewed at the following web site: http://ksc.nasa.gov/procurement/lssc . The web site also contains previously published information regarding a site visit to be held on May 22 -- 23, 2001, at the Kennedy Space Center. Please follow the instructions included on the web site if you wish to attend and submit your information no later than May 4, 2001. Links to technical documentation, links to other life sciences web sites, and historical data can also be found on the LSSC web page. The provisions and clauses in the Draft RFP are those in effect through FAC 97-23. The Government does not intend to acquire a commercial item using FAR part 12. See Note 26. The contract will be awarded as a Performance Based, Cost Plus Award Fee (CPAF) completion (mission) type contract with a performance incentive feature. The basic period of performance will be three years nine months with two options of two years each. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard is 541710 and 1,000 (Spacecraft), respectively. The DPAS rating for this procurement is DO-C9. No solicitation exists at this time; therefore, do not request a copy of the solicitation. The anticipated release date of the Draft RFP is on or about May 15, 2001, with a cut-off for industry comments or questions on or about June 1, 2001. All comments or questions shall be submitted to the Contracting Officer at the address listed below. The anticipated release date of the Final RFP is on or about June 15, 2001, with an anticipated proposal due date of on or about August 1, 2001. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
