- Description
- The Centers for Disease Control and Prevention (CDC) is seeking potential sources as well as information regarding standard industry practices in the area of pickup, removal and processing of radioactive waste. CDC has a biomedical research facility in Atlanta, Ga. There are approximately four hundred researchers working in fifty radiation laboratories who utilize radioactive materials. The primary radioactive isotopes used at CDC are H-3, C-14, S-35, P-32, Cr-51, and I-125. Approximately thirty millicurie of these radioisotopes are received monthly while only microcurie amounts are used regularly at the laboratory work bench. Subsequently, three types of radioactive waste are generated in the radiation laboratories: solid, liquid, and scintillation vials. The average number of drums of dry radioactive waste, liquid radioactive waste, and scintillation vial waste shipped per year is 20 drums, 20 drums, and 10 drums, respectively. With weekly coordination with CDC radiation workers, radioactive waste will be picked up from the radiation laboratories by the contractor and transported to the on-site Radioactive Waste Storage Buildings (RWSB). At the RWSB, the contractor evaluates the waste and disposes of liquid waste via the sewer in accordance with United States Nuclear Regulatory Commission (NRC) criteria. Some solid and liquid radioactive waste with half lives less than 120 days is stored and after ten physical half lives days, the waste is retested to ascertain its disposal status. Liquid, solid, and scintillation vial waste is processed and placed in 55 gallon drum for shipment, and required documentation, paperwork and labels are completed. The contractor will pick up and transport the drums of radioactive waste from CDC to an approved Radioactive Waste Disposal Facility or to another location for additional radioactive waste processing. In addition to the above duties, the contractor conducts quality control decontamination surveys of CDC's radiation laboratories every four months. The contractor obtains wipe samples from the radiation laboratories, counts and evaluates the samples measured by CDC's Liquid Scintillation Counter, determines contaminated laboratories and coordinates the clean up with radiation workers. The aforementioned specified duties characterizes CDC's Radiation Safety Program and currently allows the successful collection and disposal of radioactive waste and Quality Control surveillance of its radiation laboratories. CDC intends to award a contract with a 12-month base year and four 12-month option periods for the pick up, removal and processing of radioactive waste. THIS IS A REQUEST FOR INFORMATION AND IS CONSIDERED TO BE MARKET RESEARCH. Interested concerns should submit a written capability statement within 14 days of this notice. The capability statement shall include past and present information relating to similar services provided to either the Government or the general public. In addition, comments concerning industry standards and practices are encouraged. If these services are covered on a GSA contract, a copy of the contract and/or GSA Schedule number should be provided.
