Description
NASA/JSC plans to issue a Request for Proposal (RFP) for approximately 14 months of additional hours in support of Safety Reliability & Quality Assurance (SR&QA) Support Services Contract. NASA/JSC intends to extend Contract NAS 9-19180 with Scientific Applications International Corporation (SAIC) on a sole-source basis. The period of performance will be 14 months, beginning February 1, 2004, to allow for continuity of service through critical stages of the International Space Station Program and an orderly transition to the follow-on contract. The current contractor (SAIC) provides International Space Station (ISS) program safety and mission assurance support, Space Shuttle (SS) safety and mission assurance work, SS SR&QA Office support resident office work at Downey, CA, and White Sands Test Facility, independent assessmnet of the ISS and SS programs information and resources management work, institutional safety and quality work, and SR&QA Management suppport work. Although the current contract was originally planned to end March 30, 2005, additional programmatic requirements have led to a much higher usage of the level-of-effort (LOE) hours than anticipated. Therefore, additional LOE hours are required to provide continuity in support through crucial Agency milestones. During the 2003 timeframe, the final U.S. and International elements will arrive on ISS. When ISS assembly is complete, operations will be in its prime. During this critical period, it is imperative that SR&QA retain its knowledge base from systems development activities to ensure that activation and utilization of new systems are successful. NASA depends on the SR&QA support contractor to maintain expert knowledge of ISS systems and assist real-time operations in analysis and troubleshooting of system problems and failures. A recompetition of the SR&QA contract at this time period would result in a disruption of the workforce and could result in loss of significant corporate knowledge and skills required for effective operational support in a critical period for ISS. This synopsis is not a formal solicitation nor is a request for proposals. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22.
