Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with The John Hopkins University Baltimore, Maryland for technical research assistance services. The contractor shall aid in the execution and project goals for "Terahertz Spectroscopy of Biological Systems". These goals consist of: 1) building, maintaining and developing a far-infrared (THz) 80 MHz laser spectrometer; 2) helping to modify, maintain and develop time-resolved hydrogen-bonding experiments using a KHz Ti:Sapphire femtosecond laser/mid-IR OPA with THz probe detection system; 3)collecting, analyzing and modeling data obtained from the above instruments; 4)aid in publication and dissemination of results, and 5)preparation of requested reports on experimental studies for a competence project entitled "Advanced Terahertz Metrologies". Deliverables shall be monthly progress reports. The period of performance shall be from date of award through six months. There is also an additional optional period of six months to perform similar services. This is a sole source with the John Hopkins University because they have established experimental and theoretical expertise in using ultrafast laser techniques for the spectroscopic study of molecular dynamics, infrared absorption and modeling of vibrational processes in various material phases including liquids, liquid-surface, and solid phases. The key personnel for this project, Professor Gerald Meyer and Dr. Georg Hasselman are the only known sources available at this time with the advanced training and backgrounds capable of providing the required expertise to NIST. Their publication record over the past five years has dealt exclusively with these specific abilities and related scientific issues. Dr. Hasselmann has worked on an advanced laser system similar to the one used in our laboratory and has published several archival papers using spectroscopic techniques necessary for the contractual obligations to be successful. This order shall be processed using Simplified Acquisition Procedures. A purchase order shall be awarded approximately May 11, 2001. Interested parties may identify their interest and capability to respond in writing. The capability statement must provide adequate information to demonstrate the ability to perform the required services. This notice of intent in not a request for competitive quotations. However, the Government will consider all responses received by the closing date. A solicitation document is not available. See Note 26.
