Description

The Department of Health and Human Services intends to negotiate with The Urban Institute on a sole source basis under the authority of FAR 6.302-1 to modify the "Micro-Analytic Modeling Support" contract. This contract was awarded to The Urban Institute on a competitive basis on September 30, 1997. The purpose of the contract is to obtain highly expert technical support services for performing the wide variety of complex tasks that are necessary in order to estimate the effects of altering tax, transfer and health programs using the Transfer Income Model (TRIM) a highly complex simulation model. The scope of TRIM3 is being broadened and therefore, the need exists to extend the period of performance under this contract to quickly and efficiently accommodate the program's additional need for analysis of major new programs proposed by the Secretary, the Administration and Congress. The Urban Institute is exclusively qualified to perform this work. The purpose of this synopsis is to comply with the notice requirements of FAR 5.201. Any organization that believes it is capable of performing similar services should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above. Capability statements should be submitted within 45 days of the publication of this synopsis to the contact point and address given above. See Note 22. No additional documents are available.
