Description
Notice: Microsoft Corporation to support the Air Force Network Operations Center (AFNOC) implementation of Active Directory Services (ADS) using Windows 2000 Advanced Server Operating System. Intention: Award AFNOC ADS enterprise through Sole Source Contract directly with Microsoft Corporation. Justification: supplies or services required are available from only one or a limited number of responsible sources under the authority of FAR 6.302. Interested sources may identify their interest and capability to respond to the requirement or submit proposals. Duration: Period of performance will be one year from the date of contract award. Microsoft Corporation will provide the AFNOC with access to the Windows 2000 proprietary information and consulting services in support of Windows 2000 Active Directory Service in support of the migration and implementation of Windows 2000 architecture and to support the Exchange 2000 migration. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from offerors or potential sources. The purpose of the Ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate offeror concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems previously brought to the attention of the Program Manager and/or the Contracting Officer, which could not be satisfactorily resolved, or issues that require contractor confidentiality.
