Description

The U.S. Environmental Protection Agency (U.S. EPA)is contemplating a sole source award to Destiny Mobile Media, using the Simplified Acquisition Procedures (FAR Part 13) for "Phase II of Transit Ads and Contractor Trucks in the National Pesticide Telecommunications Network (NPTN) and "Read the Label First!" Promotional Campaign and Acquisition of Media Measurement Service". The purpose of this acquisition is to continue educating consumers in urban and ethnically diverse communities about the importance of reading pesticide product labels (an expert source of pesticide information) and provide the EPA with a valuable media tracking service by which to measure the effectiveness of its mobile media messages via visibility and exposure to target audiences. The contractor shall be responsible for (1) transferring and installing the design to any new trucks as the result of any of the previously used trucks having to be taken off the project to meet other obligations. The trucks bearing ad will follow predetermined routes within EPA's agreed upon area of focus; (2) provide monthly reports as to the trucks' activity and routes. This information will be collected and calculated by the contractor's media measurement system used in conjunction with the computerized Global Positioning System (GPS) and the Traffic Audit Bureau's Highway Performance Monitoring System (HPMS), installed on each truck, in conjunction with daily delivery logs.
