- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information contained in this notice. This acquisition is also being conducted in accordance with FAR 13.500. This announcement constitutes the only solicitation; a sole source proposal from Storage Concepts is being requested and a written solicitation will not be issued. The Request for Proposal number is F08635-01-M-0075. The Government anticipates awarding a Firm-Fixed Price purchase order for Commercial-Off-The-Shelf (COTS) Fibre Redundant Array Independent Disk (RAID) Recorders with part number 814F-09151PM-01, to Storage Concepts, 14352 Chambers Road, Tustin, CA 92780, a small business. It is contemplated a cumulative quantity of 5 units will be required. The Fibre RAID Recorder is an integral component of the Government's Translated GPS Range System (TGRS). The Storage Concept Fibre RAID Recorder is the only recorder capable of recording signals from the TGRS because the input/output card was designed to interface with Storage Concepts' proprietary Extended Differential Super Fast Bus (EDSFB). The EDSFB provides the interface between the Fibre Channel Input/Output card in the TGRS GTP Versa Module Europa (VME) chassis. The NAICS code is 421430 and the FSC code is 5895. A defense Priorities and Allocations System (DPAS) DX priority rating is applicable to this acquisition. CLIN 0001 will require delivery of 5 Fibre RAID Recorders to Anaheim, CA not later than 15 Jul 2001. Delivery, inspection, and acceptance shall be FOB destination. Standard commercial data shall be delivered with each system. Applicable Provisions: FAR 52.212-1, Instructions to Offerors-Commercial Items is hereby incorporated by reference. FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items, shall be completed and submitted with the proposal A copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items, and all other clauses stated herein are available on the Internet at http://farsite.hill.af.mil/. Clause 52.212-4, Contract Terms and Conditions-Commercial Items hereby applies to this solicitation. .The offeror's proposal shall be evaluated to ensure proposed items meet the specifications, in the required quantities, and that the delivery schedule is met. The proposed prices will be evaluated for price reasonableness. The following provision for contract finance terms apply to this solicitation: 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. This is not a request for proposal for sources other than Storage Concepts. The Air Armament Center(AAC) has appointed an Acquisition Ombudsman to hear concerns from offerors or potential offerors during the proposal development phase of an AAC acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. (You should only contact the Ombudsman with issues or concerns that you cannot satisfactorily resolve with the program manager and/or contracting officer.) When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
