Description
PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Proposal No. 2001-Q-04057. This procurement is being issued unrestricted under the NAICS code # 511210 with a size standard of $18.0 million. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. The National Institute for Occupational Safety and Health (NIOSH), in Morgantown, WV has a requirement for preprocessor software to aid in manipulation of files created by scans conducted with a CYBERWARE 3D scanner into NURBS surfaces and volumes that can be read/imported by GAMBIT. The software is necessary as an intermediate data manipulation tool to import data generated by the Division of Safety Research's (DSR) referenced scanner. The data generated by the scanner are not currently in a format that is readable by GAMBIT, a Fluent Inc. software for building 3D meshes to be used by DSR in computational fluid dynamics simulations. SPECIFICATIONS: (1) Software must be able to import the following file types: PLY (from the CYBERWARE scans), XYZ, IGES, STL; (2) Software should be compatible with Linux-Mandrake 8.0. If software is not compatible with Linux-Mandrake 8.0, list Unix and Linux systems with which it is compatible; (3) Software must be able to generate NURBS surfaces from point-cloud data; (4) Software must be able to export NURBS surfaces in IGES and ACIS file-format types. The exported files MUST be able to be read and used by the GAMBIT 1.3 software available from Fluent Inc., Lebanon, N.H., http://www.fluent.com such that GAMBIT accepts the files as either virtual or real surfaces or volumes; (5) Software should be distributed with manuals or other referencing materials; (6) Software must be available for a one-time purchase with optional upgrades and additional technical support; (7) Software must have at least one year of technical support with the initial purchase; and (8) Software and its components/modules must be fully contained within a graphical user interface that is easy to use. Vendors are requested to price the software license in two optional types: floating and node lock. EVALUATION FACTORS: Offers will be evaluated for technical compliance with the specifications. Offerors are responsible for providing adequate information with their offer to demonstrate they are in compliance with the specification. The Government desires delivery within 30 days after receipt of order. Offers shall propose based on a delivered price, F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the software's ability to meet the stated Technical Criteria (specification) or your offer may be rejected. The Government anticipates one award to the responsive, responsible offeror whose offer is considered most advantageous to the Government. The following FAR provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial Items (Oct 2000); 52.212-4, Contract Terms and Conditions -- Commercial Items (May 1999) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Feb 2001). Additionally, the following FAR clauses cited in Clause 52.212-5 are also applicable to this acquisition as follows: FAR 52.222-3 "Convict Labor (E.O. 11755)", 52.233-3 "Protest After Award (31 U.,S.C. 3553 and 40 U.S.C. 759)"; 52.203-10 "Price or Fee Adjustment for Illegal or Improper Activity"; 52.222.26 "Equal Opportunity"; 52.222-35 "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era"; 52.222-36 "Affirmative Action for Workers With Disabilities"; 52.222-37 "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era"; 52.225-1 "Buy American Act Balance of Payments Program -- Supplies"; 52.225-3 "Buy American Act -- Balance of Payments Program -- Construction Materials Under Trade Agreements (Feb 2000)"; 52.225-13, "Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, and 13129)"; and 52.232.34, "Payment by Electronic Funds Transfer Other than Central Contractor Registration (31 U.S.C. 3332)". OFFERS ARE DUE MAY 11, 2001, 2:00 p.m. local prevailing time. The offer acceptance period shall be at least 60 days. Facsimile Offers are not authorized. Offers that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration. Simplified acquisition procedures will be utilized. Award of a firm fixed-price purchase order is anticipated.
