Description

NIH intends to procure on a sole source basis to JSTOR, 120 Fifth Avenue, New York, New York 10011, for web access to "Arts and Humanities Collection", an online service of electronically searchable and retrievable e-journal titles (art and humanities journals)through the world wide web. The period of performance shall be for twelve months. It is believed that JSTOR is the sole source for this requirement under the authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements) becuase JSTOR is the sole owner of "Arts and Humanities Collection". Interested parties may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
