- Description
- The U.S. Environmental Protection Agency (U.S. EPA), Office of Research and Development (ORD), intends to negotiate on a sole source basis in accordance with FAR 6.302-1, with the Washington University to provide continuation of the current study on Photoxidation as Clean Process for Chemical Synthesis. The contractor shall prepare two nano structured titanium dioxide film reactors that shall use the flame aerosol technique. The contractor shall obtain properties of the film (crystal structure, particle morphology, and film thickness). The contractor shall fabricate a reactor system that can be incorporated with the existing test system in the U.S. EPA National Risk Management Laboratory (NRMRL), in Cincinnati, Ohio. The contractor shall fabricate three reactors with capacity of oxidizing up to 5g/min of organic flow in 1 to 5L/min air feed rate. Contractor must be able to do flame catalyst coating. The EPA believes that only Washington University can perform this work since it is the only known enity which can perform flame catalyst coating as it possesses a unique (Patent Pending) flame based method for disposition for chemicals onto surfaces. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice, is solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
