Description

The National Nuclear Security Administration Nevada Operations Office (NNSA/NV), intends to issue a sole source purchase order to Siemens Building Technologies, Inc., to provide monthly maintenance for the NVAC automatic control system, located at the Nevada Support Facility. Siemens has the proprietary rights on the NNSA/NV system software and platform environment, and only Siemens certified technician are knowledgable on the Siemens (Landis & Gyr) System 6000, the operationg system, platform, compatibility, infrastructure and technology based tools. Even though a vendor could trouble shoot problems and eventually come up with the corrective actions, it would not be cost effective or beneficial to NNSA/NV daily operations. In addition, the proprietary rights require other vendors to purchase software updates from Siemens at a cost mark up which would be passed on to the government. The government also assumes the risk of the up-grade not being warranted by Siemens when installed by a non-factory certified technician and any failure in the upgrade or modification reside with the vendor and NNSA/NV. Siemens provides on-line factory field support for the field technicians and engineers and both are factory trained and certified. Siemens will not consider the somke control system UL listed if serviced by a non-factory certified technician.
