Description
The Health Resources and Services Administration intends to negotiate a contract on a sole source basis with the Palmer College of Chiropractic, Center for Chiropractic Research, 741 Brady Street, Davenport, Iowa 52803, to plan, implement, and evaluate an approximately four (4) to five (5) day interdisciplinary chiropractic leadership conference to advance the chiropractic research agenda. The data and baseline information on the previous Research Agenda Conference VI is proprietary. This data will expedite the development and execution of the Conference to Advance the National Chiropractic Research Agenda in tandem with the National Institutes of Health (NIH). Further, Palmer College is the single College of Chiropractic with experience in the conduct of the Bureau of Health Professions (BHPR) National Research Conferences and the only institute with experience in collaborative projects with the NIH. The technical and research experience that Palmer College possesses is of special relevance to the BHPR in developing future policies and assuring curricula is appropriate and relevant to the critical needs of advancing the field of chiropractic research. Finally, Palmer College is the single national School of Chiropractic with a dedicated "Center for Chiropractic Research". This procurement is authorized by Title VII, Section 755(b)(3) of the Public Health Service Act. Based on the above, Palmer College of Chiropractic is deemed the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1) -- only one responsible source. Interested parties may, in writing, identify their interest and capabilities to respond to this requirement within 15 days from date of publication of this notice.
