- Description
- The Aviators Oxygen Systems Integrated Product Team (IPT) at the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to acquire through other than full and open competition the drafting, review, validation, and delivery of NAVAIR 13-1-6.4 Aviation Oxygen Equipment Technical Manual Chapter on the V-22 OBIGGS concentrator. The Government believes that only one responsible source, i.e., Boeing Helicopters Div of the Boeing Co RT 291 and Stewart Ave Ridley Park PA 19078, can provide the supplies and services that will satisfy the government requirements. This synopsis constitutes the total solicitation. There will be no other formal Request For Quotation (RFQ), or other information regarding these requirements. The text of the Chapter shall include at the least 1.) Theory of Operation, 2.) Bench testing, 3.) Troubleshooting, 4.) Disassembly, 5.) Inspection, 6.) Repair, 7.) Cleaning, 8.) Assembly, and 9.) the Illustrated Parts Breaking Down. The Chapter is not Work Package format and it will have to be delivered in portable document (PDF) format. The government intends to conduct reviews of the document during its development when it is 50%, 75%, and 100% completed as determined by the contractor. After the 100% review is completed, Validation of the Chapter will be conducted at an operational V-22 unit at MCAS New River, NC. A Physical Configuration Audit (PCA) on the OBIGGS concentrator will also be completed during Validation. Contractor technical representatives will be expected to participate in the Validation and PCA. Proprietary data in the responses will be protected where so designated.
