- Description
- The Naval Surface Warfare Center, Carderock Division (NSWCCD), has a requirement to obtain a modified, commercially available, solid waste incinerator for installation aboard U.S. Navy aircraft carriers and large amphibious ships. These ships have large crews and industrial facilities which generate large quantities of wood, textiles, rags, plastic, and thick, heavy-duty cardboard boxes. The daily average weight of this target waste stream is 9,500 pounds, excluding food, medical waste, metal and glass. NSWCCD is interested in receiving proposals from companies/industry teams who can demonstrate that they can not only address the issues of the target waste stream incineration but also perform the necessary engineering to successfully integrate their incinerator system(s) into the Navy ships being addressed. These teams will be required to demonstrate the necessary knowledge, understanding, and ability to execute various engineering design studies, analyses, and logistics analyses including: Energy Balance and Incinerator Space Habitability Studies; Analysis of the Incinerator Materials of Construction to Show that they are Shipboard Compatible; Reliability, Maintainability, and Availability Analysis; Operational Analysis that show the system can process all waste generated daily (Including startup, shutdown, cleanup, and maintenance times); Human Engineering Analysis; Failure Modes, Effects, and Criticality Analysis; Shipboard System Safety Hazard Analysis; Grade B Shock Analysis; and Shipboard Vibration Analysis (0 -- 40 Hz). The initial solicitation will describe the three planned phases of the program: (1) Incinerator Design and Analyses, (2) First Article and Initial Production Manufacture, and (3) Full-Scale Production Manufacturing. It is anticipated that multiple contract awards will be made from this initial solicitation. These will be Cost Plus Fixed Fee type contracts. After the review of the deliverables from the Phase 1 contract(s), there will be a "down select" from those firms who were awarded one of the Phase 1 contract(s). Only the contractor(s) awarded one of the Phase 1 contract(s) will be eligible to be considered for award of the Phase 2 contract(s), which will be for a First Article Test unit and Initial Production units. More than one Phase 2 contract(s) may be awarded. In a further "down select", only the contractor who is the most successful in delivering acceptable First Article and initial production units will be solicited for an award of a Phase 3 contract. The Phase 2 and 3 contract(s) will be Firm Fixed Price. All responsive and responsible sources may submit a proposal which will be considered. It is anticipated that the solicitation will be released on or about 10 May 2001, with the receipt of proposals due 30 days thereafter.
