- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Responses should reference Request for Proposal No. DE-RP04-01AL66701. This Commerce Business Daily (CBD) synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 513340, Satellite Telecommunications, with a corresponding size standard of $11 Million. Firms responding should indicate whether or not they are small business, small woman-owned business, small disadvantaged business, or 8(a) business, in accordance with the referenced NAICS code. The US Department of Energy Albuquerque Operations Office (DOE-AL) intends to purchase six (6) line items. Item 001 -- Seventy-four (74) each Westinghouse Brand D-1000HF Mobile Satellite Telephone with PTT Handset. Item 002 -- Thirteen (13) each Westinghouse Brand F-1000SPL Fixed Site Satellite Telephone with PTT Handset; each unit includes a thirty-inch (30") dish and one hundred feet (100') of cable. Item 003 -- Eighty-seven (87) each Westinghouse Brand FX-10 Interface Card (Telephony Board). Item 004 -- Seventy-four (74) each Westinghouse Brand Magnetic Mount MAG-LB. Item 005 -- Nine (9) each Polyphaser Coax EMP (Microwave) Surge Protector IS-MR50LN. Item 006 -- Nine (9) each Rohn Brand Non-penetrating Roof Mount FRM166. The offeror shall provide an extended warranty and maintenance for all equipment for one year from date of acceptance. DOE-AL requires the ability to order additional equipment or interfaces on an as-needed basis. The date of required delivery shall be between May 21, 2001 and June 8, 2001. The delivery and acceptance point is DOE-AL, Pennsylvania and K Streets, Building 20397, Kirtland Air Force Base-East, ATTN: OTS, Albuquerque, NM 87116. Delivery is FOB Destination. FAR 52.212-1, Instructions to Offerors -- Commercial, and FAR 52.212-2, Evaluation -- Commercial Items, apply to this acquisition. Only those Offerors who can furnish these items will be considered. No substitute items will be accepted. Award will be made on the basis of lowest overall price. This is an "All or None" solicitation and Offerors must propose on all items. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with your offer. Copies of this provision may be obtained at http://www.arnet.gov/far. The clauses at FAR 52.212-4, Contract Terms and Conditions- Commercial Items, and at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. Under FAR 52.212-5(a), the Contracting Officer has incorporated the following clauses by reference: FAR 52.222-3, Convict Labor; and FAR 52.233-3, Protest after Award. Under FAR 52.212-5(b), the Contracting Officer has incorporated the following clauses by reference: FAR 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; FAR 52.219-8, Utilization of Small Business Concerns and Small Disadvantaged Business Concerns; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Handicapped Workers; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52-222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; FAR 225-13, Restriction on Certain Foreign Purchases; FAR 52.232-34, Payment by Electronic Funds Transfer -- Other than Central Contractor Registration. Only written responses/proposals to this CBD synopsis/solicitation will be accepted and should be U.S. mailed to the attention of David A. DOE-AL intends to evaluate offers and make award without discussions, however, this does not preclude DOE-AL from having discussions if determined to be in the best interest of DOE-AL.
