- Description
- The U.S. Coast Guard is hereby soliciting information for potential sources for a steerable directional antenna. The antenna shall meet the following specifications: Receive only antenna system that will provide reliable long range HF communications with aircraft and surface vessels on missions throughout the Pacific, including the Arctic, Antarctic and Hawaiian Island chain areas such as Midway, Kure, Johnston and Wake. Intended installation of antenna system will be the Coast Guard Communication Station Receiver Facility located at Naval Base NCTAMSPAC, Wahiawa, Hawaii. Type: Steerable directional antenna. Steering may be accomplished by either mechanical or electrical means. If mechanical steering system is used it must be easily maintainable without lowering the antenna. Installation: Raising and lowering of the antenna for service and installation shall be accomplished utilizing a permanent electric winch with imbedded concrete foundation. Estimate required for electric winch shall be included in proposal. All required specialized installation materials such as gin poles shall be included in proposal. Control System: Antenna must be steerable in 10 degree increments for full 360 degrees. Control unit to provide both manual local control and external computer remote control. Computer control shall be accomplished with FSK or RS-232 formats. Power Requirements: All components of the antenna system shall be capable of operating from 110/230 VAC 60 cycle, single phase. Mode of Operation: Single mode. One transmitter capable of transmitting within specified frequency range. Frequency Range: 2 to 30 MHz. Gain: 10 dBi minimum. Azimuth Beamwidth: 70 degrees nominal. Input Impedence: 50 ohms. Radiation Patter: Directional lobe. Polarization: Horizontal. Side Lobe Suppression: 12dB minimum. VSWR: 2.5:1 maximum, including any balun or coupler. Coaxial connection: 1 5/8 inch EIA flange, MIL-C-28830 qualified. Tower Height: 200 feet maximum. Dimensions: Diameter including guys and anchors not exceed 250 feet. The manufacturer will provide two(2) sets of pre-engineering drawings for footings and construction dimensions. These drawings shall be submitted with initial proposal. Building Materials: All galvanized steel structures proposed shall meet ANSIG90 and ASTM A-153 specifications. All other proposed antenna material shall meet ASTM-123 specifications. Stainless steel is to used in conjunction with electrical parts of the antenna. Wind Loading Capability: Withstand sustained 120mph winds with no ice. Withstand 80mph sustained winds with 0.25 inches of radial ice. Shipping/Delivery: Upon receipt of Government Purchase Order, manufacturer will ship entire antenna order including installation hardware and accessories within 90 days. All shipping crates, boxes and containers shall meet GSA overseas packaging requirements. Estimate shall include delivery of all components to final destination: U.S. Coast Guard Communication Station Honolulu, Navy Base, NCTAMS Pacific, Building 242, Wahiawa, HI 96786. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit apppropriated documentation, literature, brochures and references. Responses must include the following: Name and address of firm and size of business. This solicitation is for planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluations. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. All responses shall be submitted to Terry Craft, Commander MLCPAC(fcp-4), Coast Guard Island, Bldg. 54-A, Alameda, CA 94501-5100 by 5:00pm on May 18, 2001.
