- Description
- This is a modification to a synopsis entitled 66 -- ND-YAG DPIV System published on 4/16/01 to convert the synopsis to a combined synopsis/solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, N00173-01-R- SK02 is a request for proposal (RFP). The incorporated provisions and clauses of this acquisition are those in effect for Federal Acquisition Circular (FAC) 97-24; DFARS Change Notice (DCN) 20001213 and the Naval Acquisition Procedures Supplement (NAPS) 97-14. This is a Full and Open Competition. The small business size standard for this acquisition is 750 Employees and the NAICS code is 334511. . The Naval Research Laboratory (NRL) has a requirement for CLIN 0001, Quantity 1, Unit of Measure LO, Description -- State-of-the-art Nd:YAG based DPIV System. SPECIFICTIONS, This request is for a state-of-the-art Nd:YAG based DPIV system. This system, consisting of a pair of Nd:YAG lasers, a pair of cameras, software, and other associated hardware will be an integrated system installed by the vendor at NRL with vendor supplied training. This system will provide the capability to provide high resolution velocity measurements in the NRL Free Surface Hydrodynamics Laboratory and will satisfy the specific requirements bulletized below: Overall- *The system must be able to obtain highly accurate velocity data over a 25 x 25 cm area in the center of a water tank with the laser light source located approximately 2 meters from the test area and the cameras located approximately 1.5 meters from the test area. Nd:YAG lasers- * two (2) separate lasers will be provided * each laser will be dual cavity, suitable for DPIV imaging * 120 mJ/pulse minimum power * 15 Hz repetition rate, minimum * 30 Hz repetition rate, preferred * must utilize a self-contained cooling system with no external water connection * each unit must allow operator selection of pulse separation time between 50 microseconds and 0.1 seconds, minimum * each unit must accept external, vendor supplied sync. signal and must operate in at least the following two modes: -- synchronized -- second laser fires a user definable time delay after first * one laser must be modified to allow operator access to both the 1064 nm and the 532 nm output modes (not simultaneously) * sheet formation optics for both lasers (532 nm) suitable for imaging a range of areas, specifically a 25 x 25 cm area 2 m from laser * mounting hardware for each laser Cameras- * two (2) cameras suitable for DPIV imaging * minimum 1024 x 1024 pixel resolution * minimum 12 bit resolution per pixel * system must achieve at least a 15 Hz framing rate for acquisition of pairs of images (i.e. 15 image pairs per second, minimum) * user adjustable acquisition rate for image pairs is preferred * image acquisition synchronized to laser pulse generation * ability to synchronize pulse generation and acquisition to external pulse is also required * users selectable delay between acquisition of images in a pair, synchronized to laser pulses * digital interface to allow transfer of acquired images to desktop workstation * mounts and hardware for use of cameras in Stereoscopic PIV mode * lens to allow imaging of 25 x 25 cm area at approx. 1.5 m standoff Data acquisition and processing- * acquisition system must be able to record 15 seconds of data from each of the two cameras at least at a 15 Hz rate for pairs (450 images from each camera) * must include minimum 36 Gb hard disk in the system * must include minimum 256 Mb memory, 512 Mb preferred * must include a read/write/re-write DVD for data archival * user selectable location for storage of acquired images * PIV processing software must be included and must analyze images from both standard 2-D system and 3-D stereoscopic system * software must accept and process images stored in TIFF format * options for processing of image data before vector calculation must be user selectable and well documented * software must provide user selectable option to use 'adaptive' cross-correlation technique for calculating velocity field * raw, unfiltered or verified, velocity data must be exportable in a batch mode in a documented ascii or binary format * vendor must document accuracy and resolution of resulting velocity vector data * vector validation options (including filtering or smoothing) must be user selectable and documented. * validated vector fields must be exportable, in batch mode, to documented ascii or binary format Installation and training- * Vendor must install the system at NRL and provide training in the operation of the system on site at NRL.
