DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate system with MDS Nordion 447 March Road, Kanata, ON K2K 1X8, Canada, on a sole source basis for aN MDS Nordion Inc. Refurbished Gammacell 220 Excell Self-Contained High Dose Rae Research Irradiator under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) Soliciting from a Single Source. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. The NAICS code for this acquisition is 334516, and the size standard is 500 employees. This acquisition is NOT set aside for small business. The equipment shall be sent FOB Destination NIST Gaithersburg, MD 3 months ARO. Installation shall be provided by the contractor. The refurbished unit is to carry a full 12 month new unit warranty, and a one year preventive maintenance contract which shall start upon expiration of the warranty, and three optional years of extended warranty. All applicable customs duty, merchandise processing fees and brokerage charges are included. The Contract Line Item Numbers (CLINs) and quantity are as follows: CLIN 0001 MDS Nordion REFURBISHED Gammacell 220 Excell Self-contained High Dose Rate Research Irradiator refurbished as per specifications (Cat. # GC220R) qty one (1); CLIN 0002 Timer RS 232 Database Recording system qty one (1); CLIN 0003 Cobalt 60 source installed in unit Cat. # GC220S240, qty one (1); CLIN 0004 FOB Destination: Loading Dock of Bldg 245, NIST Gaithersburg, MD. The capabilities of the unit are listed below. SOUCRES: NIST requires that this irradiator have a uniform radiation field inside the sample chamber. NIST will measure this with film dosimometers to confirm the field to be +/- 1% uniform in a central volume of 5cm diameter x 5cm tall. This will be done at the supplier's facility before shipment, so that those corrections can be made if necessary. The sources shall be Cobalt 60 with a total activity of at least 24,000 Ci. The sources shall be contained in 12 or more double encapsulated stainless steel rods in a fixed annular array. The array shall be inside a lead-steel biological shield. The dose rate shall be uniform throughout the chamber within +/- 20% of the central dose rate. SHIELDING: The unit shall provide shielding such that leakage exposure is less than 2mR/h at one meter in any direction from the center of the source array. SAFETY: The unit shall be constructed so that no personnel can be exposed to the unshielded sources for any mode of operation. SAMPLE CHAMBER: The chamber shall be a minimum of 15.2 cm in diameter, and 20.3 cm in height. The chamber shall have an access tube of at least 3.2 cm diameter from the top of the chamber, which goes up through and out around the top-shielding plug. The tube must allow for a rigid pipe to carry air from a device outside the irradiator, to a sample inside the chamber. CONTROL SYSTEM: a) The irradiator shall have a controller that is either a microprocessor connected to the unit as the control panel, or a PC remotely connected by a cable. The controller timer should be accurate to better than 2 seconds per day. b) The controller shall accept irradiation cycle times on 6-digit clock form, 2 for hours, 2 for minutes, 2 for seconds (HHMMSS). The controller shall take the HHMMSS through direct user input via a numeric keypad and also be capable of input via RS232 communication, which can accommodate third-party software. c) The controller will count down from the given cycle time and automatically return the sample to the load position when zero is reached. d) The controller will also allow the user to delay the start of an irradiation for up to 99hr 59m. e) The controller shall have a battery backup to maintain timing data in the event of a temporary power drop. When power returns, the controller will remember when the sample was to come out, and continue the countdown. f) The controller shall have an independent backup timer, with its own battery, which counts from the start of the cycle, and can display a period up to 99h 59m 59s. g) The controller will have database software capability, which records the date and time automatically when a cycle starts and stops. OVERALL DIMENSIONS: The overall size of the unit shall be less than 235cm tall x 105cm wide x 152 cm deep and weigh less than 4000 kg. CERTIFICATION: Supplier shall provide the following: a) Results of tests of source capsules for leakage and integrity to provide proof of conformance with NRC regulations, b) Measurement of irradiation chamber central dose rate and isodose profiles; c) external radiation leakage measurements. MANUALS: Supplier shall provide complete operation and maintenance manuals with circuit diagrams and parts lists. The Government knows of no other vendor capable of meeting all of these capabilities. The Government anticipates the award of a firm-fixed price purchase order. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available.
