Description

The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division, intends to award on a sole source basis, a purchase order to Newport News Shipbuilding (NNS), to provide project support in materials engineering and in-service knowledge related to the application of composites to the topside weather decks of aircraft carrier (CVN) class and other Fleet combatants. This effort is aimed at developing and implementing reliable composite weather enclosures. Engineering these materials for CVN service requires a knowledge of composite material characteristics of the Fleet combatant environment and experience with the wide range of fabrication techniques used with organic composite materials.Previous endeavors with composite material applications have found that composite expertise alone, independent from CVN and Fleet experience, is not sufficient. Having both capabilities in a single resource assures successful application of composites to the Fleet service. This unique mix of expertise, which is demanded by this task, is only available from Newport News Shipbuilding. This purchase shall be negotiated in accordance with the authority of 41 U.S.C. 2152 (c)(1) -- Only one responsible source with unique capabilities. THIS IS NOT A REQUEST QUOTATION.
