Description
The purpose of this project is to evaluate how and for what reasons community based organizations (CBOs) refer HIV positive (HIV+) persons and HIV negative (HIV-) persons at high risk of infection with HIV to medical and social service agencies. This evaluation will describe the referral process through determination of client need, referral to services, tracking of service usage, delivery of referral services, and follow-up with clients. The project will use ethnographic methodologies to document the range and content of existing referral and tracking systems for HIV+ and HIV- clients, including those for hard-to-reach and hard-to-track populations. In addition, this project will attempt to incorporate the perspectives of both CBOs and the clients they serve. A Request for Proposals will be issued. The period of performance shall be 18 months from date of contract award. The associated NAICS code is 541612 and the small business size standard is $5 million. Two or more contractors with established entree and/or relationships with communities and CBOs that provide HIV prevention services including referral to medical and social services will be chosen to conduct the evaluations. Each contractor must be able to document entree and/or relationship in a relevant community in addition to experience in using ethnographic methodologies. Each contractor will be required to identify the number of CBOs to be evaluated and their geograpic areas. Each contractor will be in a distinct geographic area. The CBOs in which the evaluations take place can be funded by any mechanism, including through CDC, but potential research sites are not restricted to CDC-funded CBOs.
