- Description
- NASA/JSC plans to issue a Request for Offer (RFO) for International Space Station Program spares and logistics analysis. The contractor shall define spares requirements and assess both prime and non-prime hardware spares requirements using program data, production schedules, available models, and engineering assessments. The contractor shall assist in consolidating and prioritizing spares requirements and procurement schedules, as well as, forecasting spares requirements for the ISS Program Operating Plan. Spares forecasting shall include evaluation of hardware production schedules, identification of spares cost/cost phasing, and recommendation on approach to spares procurements to minimize overall spares cost. The contractor shall develop Provisioning Item Orders for spares acquisitions, track program spares, and program-wide studies involving the availability/use of program spares. Additionally, the contractor shall conduct assessments of common spares buying opportunities and evaluate common program depots for spares. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total 8(a)set-aside. See Note 1. The NAICS Code and Size Standard are 54133 and $20M, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-24. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about May 15, 2001 with an anticipated offer due date of on or about June 15, 2001. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
