Description
Background "Arnold AFB TN desires to contract with an Architect- Engineer firm to provide A-E services. Services shall include conducting engineering studies and the preparation of designs, specifications, schedules, and cost estimates for a large range of repair/minor construction type projects. The selected A-E firm is expected to work closely with Government personnel and project managers. Complete designs and details will involve architectural, civil, structural, mechanical, fire protection, electrical and environmental disciplines. A&E selection procedures will be used to competitively award one indefinite delivery/indefinite quantity contract. The contract will have a noe year basic period and four additional one year options. The contract individual ceiling will be a maximum of $1.5 Million with a minimum fee guarantee of $60,000. The best estimate quantity is expected to be $600,000. Delivery orders issued under the basic contract will be used to direct performance of effort. The selection of the A-E firm for this contract will be based on the following evaluation factors in priority order of importance: (1) Professional Qualifications -- experience, training, certification, and educatin of firm's key personnel that will be assigned to these projects; the type and quality of A-E services projects the staff has been involved with in the past; and the ability of the staff to be effectively innovative and contribute to the successful completion of project task orders. (2) Specialized Experience and Technical Competence -- specialized work experience of the firm in the development and preparation of plans, specifications, and cost estimates suitable for accomplishment of work by construction contractors; development and preparation of sketches, preliminary plans, cost estimates, and descriptive texts for future planning; conducting special engineering investigations and reports; and the development and preparation of submittal schedules. (3) Professional capacity -- existing capacity of the firm's professional staff to accomplish the work shall be evaluated to determine if the firm has the resources to provide quality products within the time frames required. (4) Past Performance -- past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (5) Location -- All A&E firms responding will be located within 400 miles of Arnold AFB TN. (6) Volume of Work -- volume of work previously awarded to the firm by DoD within the last twelve months with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms. Prospective firms shall submit completed U.S. Government Standard Forms 254 and 255 (5 copies each) to USAF Directorate of Procurement, ATTN: Mr. Tony Clayborne/PKP, 100 Kindel Drive, Suite A332, Arnold AFB TN 37389-1332, no later than 2:00 P.M. (local time) on 24 May 2001. Firms are directed to keep the total page count of submission to no more than 50 pages (8.5 X 11, minimum element font size 10, doublesided and secured with plastic comb binding element, landscape format, head to foot layout); any additional pages and/or other documents submitted will be destroyed without consideration. Electronic format (Adobe Acrobat PDF) SF 254 and SF 255's will be accepted in addition to the mandatory hard copies described above. Interested parties should state in the SF 254, Block 4, if they are a small business and/or small disadvantaged business concern. Firms desiring consideration must submit appropriate data as described in CBD Numbered Note 24. This is not a request for proposal. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to deminish the authority of the program director or contracting officer but ot communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
