Description

The Department of Health and Human Services intends to negotiate with SSB Technologies, Inc., 645 Harrison Street, Suite 204, San Francisco, CA 94107, on a sole source basis under the authority of FAR 6.302.1. The purpose of this contract would be to obtain a personal computer-based commercial off-the-shelf software product that has the capability of identifying the specific components of a Website failing to meet the accessibility requirements of Section 508 of the Rehabilitation Act of 1973. As amended, this legislation requires agencies to provide technology that is fully usable by employees and citizens with various disabilities by June 21, 2001. In addition to reporting specific incidents, this software will ideally offer or implement an appropriate electronic solution for correcting identified violations. HHS intends to permit other federal agencies to use this contract with this software manufacturer pursuant to applicable provisions of the Economy Act. The estimated value of this award is dependent in part upon the interest shown by others as well as the appropriate pricing structure. The purpose of this synopsis is to determine whether there may be other sources with the requisite qualifications to perform the work described above. Any organization capable of offering a similar product should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirement as described above. No solicitation document is available. Capability statements should be submitted within 45 days of the publication of this synopsis to the contact point and address given above. See Note 22.
