Description
The contractor shall: 1) Develop Tools: Design and develop a prototype Cartograhic Toolset by extending and customizing existing corporated ESRI ArcGIS Desktop applications to meet contract requirements. This prototype toolset must not diminish the off the-shelf functionality of ArcInfo 8.1-ArcMap, ArcCatalog and ArcToolbox components. 2) Install Tools: Install the developed Cartographic Toolset at the three beta test forests and at the Geospatial Service and Technology Center (GSTC). 3) Support Beta Testing: Provide onsite support for Forest Service beta testing of the Cartographic Toolset. Perform beta test fixes of prototype toolset and provide interactive contractor/government evaluation of the prototype toolset using existing corporate system environment. 4) Provide Documentation: Provide concise documentation for the Cartographic Toolset. This must include a brief user manual and complete installation procedure. Provide complete Unified Modeling Language (UML) documentation of any modifed (extended) or newly defined ArcObjects utilized by the Cartographic Toolset. Provide complete documentation of the design and implementation of the Map Product Specification. The Prototype Cartographic Publishing Toolset must comply with the following: 1. Support Forest Service cartographic publishing requirements; 2. Retain full functionality of ESRI's ArcInfo 8.1; 3. Develop, install and test the transportable Map Product Specification data structure as defined in the RFQ. The Government will provide the contractor with an FS standardized GIS dataset from the Winema NF. Each of the beta test sites (Winema, Kaibab, and Ashley National Forests) will use their standardized GIS dataset to produce one or more of the FS map products from the FS Map Products List. The beta test will include a test of the transferability of the Map Product Specification. The map product for this test will be built from the Winema standardized GIS data and then transferred to the other beta test sites. The test will be used to determine the following: 1) Whether the MPS can be transferred from one site to another and still produce the test map product using FS standardized GIS dataset. 2) How the application responds when variations in the FS GIS standardized data are encountered on another site. The contract shall develop application software for the prototype cartographic toolset with a graphical user interface that enhances and expands on existing ArcInfo 8.1 capabilities. The quotations submitted in response to this request must be built upon the standard ArcInfo 8.1 object model (ArcObjects). Existing objects, interfaces, properties and methods must be utilized where appropriate. Future development considerations will be based upon the results of this prototype project and will be developed under a separate contract. The project is estimated to be under the Simplified Acquistion Threshold of $100,000. Estimated issue date is 5/15/01.
