Description
The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. The VA Financial Services Center is seeking sources of interest in providing expert guidance in implementing a document library system. This library will consist of software documentation, program coding information, company policies and procedures, and other documents as needed. This library will be a primary component of a new company intranet. Features of the web-based library should include: 1) text search capability through Microsoft Office, text, HTML and Adobe Acrobat documents; 2) ability to limit access to documents based on NT security; 3) capability to log the users and the time any document is accessed; 4) ability to block a document from being accessed when it is being modified; 5) ability for only specified users or groups to modify documents; and 6) ability to index all documents. Experts are being sought who have demonstrated experience in designing and implementing such programs. Additional requirement: 1) Intensive consultative services in the earliest phase of the contract to examine and recommend industry best practices appropriate for a this organization; 2) Technical expertise to recommend and construct an optimal environment for testing systems in all phases prior to implementation; 3) Operational expertise to support the implementation of the libraries, prepare test plans/scripts and conduct tests, and provide professional quality assurance activities; 4) Experienced resources who will draft program documentation specific to the needs and requirements of VAFSC; 5) Solid evaluation services to identify optimal tools to support the implementation, testing and QA activities. Respondents to this Request for Information should provide the following: 1) A general statement of the respondent company's capabilities; 2) Examples of the respondent company's past experience providing services at a similar level; 3) Information as to whether the respondent company offers services under the GSA Schedule; and, 4) A brief, high-level description of how the respondent company would approach the requirements listed above, with particular attention given to how the company would provide industry experts to identify and facilitate global changes within an established development culture. Responses should be not more than fifteen double-spaced pages in length. Firms responding to this announcement which fail to provide the requested information may not be considered for inclusion on any resulting source list. All sources capable of providing these services are being sought. Any information submitted is strictly voluntary.
