Description
THE GENERAL SERVICES ADMINSITRATION (GSA) SEEKS POTENTIAL SOURCES FOR FIXED PRICE CONTRACTS FOR A-E SERVICES BELOW $100,000 FOR CONSULTANT SERVICES AND STUDIES IN CALIFORNIA, ARIZONA, NEVADA, AND HAWAII; DUE 06/01/01 POC Contact, Carl Wilby, (415) 522-3474, 1. CONTRACT INFORMATION: The work may involve Environmental Assessments and Impact Studies of proposed or existing sites and facilities, Master Planning/Design and Feasibility Studies for proposed new or renovation projects, Retention/Disposal Studies for existing facilities, and other studies and site investigations associated with this type of work. All work must be done by or under the direct supervision of licensed professional engineers, architects, or real estate professionals. The intent of this announcement is to gather responses from firms interested in performing this type of work for the General Services Administration (GSA) Region 9 which includes California, Arizona, Nevada, and Hawaii. This list of firms will be used for this type of project through Fiscal Year 2005 and renewed yearly. Qualified firms will be selected as the project need arises. The maximum amount per contract action is $100,000. 2. PROJECT INFORMATION: Studies will typically involve proposals for new capital projects, capital renovations or leases including proposed layouts and design, site and environmental studies, geophysical studies, studies related to the retainage or disposal of facilities, economic analyses of options available to the Government, determinations of how agency space requirements can be met, cost estimates, and the like. Studies will typically interface with local building codes, state historical requirements, safety/security requirements, agency space needs, quality and space standards, environmental standards and regulations, and other laws and regulations of the United States. Contracts will require full site investigations, surveys, studies, conduct of meetings, research, and presentation of formal documents to governmental and local entities. 3. SELECTION CRITERIA: see CBD Note No. 24 (Monday edition) for general description of selection process. Selection criteria in descending order of importance are as follows: (a) Specialized Experience and Technical Competence: The selected firm must demonstrate expertise in the area appropriate to the nature of the work to be contracted, which may include design of office buildings and other facilities and renovation, environmental studies, master planning, economic analysis, real estate services, etc. It must have performed at least three of the types of work to be accomplished within the past two years. (b) Professional Qualifications: These types of projects will require expertise in the disciplines of architecture; electrical, mechanical, civil and structural engineering, cost estimating, fire protection, real estate services, and environmental studies and remediation. Provide resumes for your proposed architects(s), civil engineer(s), structural engineer(s), mechanical engineer(s), and electrical engineer(s), and other experts and team members (c) Firms must show adequate capacity to perform the type of work required within a 60 to 120 day period. (d) Have full office facilities in Region 9. (e) Demonstrated past performance with respect to cost control, quality of work and compliance with performance schedules. SUBMITTAL REQUIREMENTS: (a) See Note No. 24 for general submission requirements. To be considered interested, firms must provide one submittal package including an original SF 254 no later that 4:30 p.m. on the date listed above. The latest version of the forms may be used. (b) Responding firms must submit a current and accurate SF 254 for themselves and each proposed consultant. It must be provided for the specific office proposed to do the work. Indicate in Block No. 4 of the SF 254 if your firm is a Large, Small, Small Disadvantaged or Woman-Owned Business. To be classified as a small business, a firm's average annual receipts or sales for the preceding three fiscal years, must not exceed $2.5 million. (c) Submit an SF 255, completed in accordance with the instruction. It must contain information in sufficient detail to identify the team (prime and consultants) proposed for the contract. (d) Include CBD announcement number in Block No. 2b of the SF 255. (e) In Block No. 6 of the SF 255, identify the discipline/service to be supplied by each consultant. (f) Provide brief resumes of the on-staff or consultant employees you intend to use to perform the work in the areas of expertise of your firm, and the project assignment they will perform in Block No. 7 of your SF 255. Block no. 7 may be repeated as needed to identify all the major discipline and key team members. Selection will be based on the total team members presented in your SF 255, primarily Block No. 7. (g) In Block No. 10 your SF 255 should include a draft quality control plan. It should include a brief presentation of the internal controls and procedures that you use to ensure that a quality product is produced. Limit Block 10 of your submittal to no more than 5 pages. This is not a request for proposal (see Note No. 24).
