- Description
- The National Park Service, Denver Service Center, 12795 West Alameda Parkway, P.O. Box 25287, Denver, Colorado 80225 anticipates award of an Indefinite Delivery/Indefinite Quantity Design Build Contract for anticipated projects within Everglades National Park, Biscayne National Park, Big Cypress National Preserve, and Dry Tortugas National Park, all within the State of Florida. The selection will be based upon a two-phase selection procedure. This notice represents solicitation of qualification statements as Phase One of the two-phased selection approach. The scope of work for this first project, located at the Flamingo District in Everglades National Park, includes drilling, testing, and developing two new wells, and design/construction services for implementation of a new water treatment filtration system (reverse osmosis anticipated) for the Flamingo area. The successful firm will also be responsible for all permits required to implement and operate the designed system. The designed system will utilize the existing Flamingo water treatment building and equipment to the maximum extent possible, while ensuring a safe and reliable water supply and treatment process that conforms to the rules and regulations established and enforced by the Florida Department of Environmental Protection (FDEP). Incentive clauses, to be determined per task order, may be included for successful completion of the projects in the shortest time duration possible. The requirements of this contract include as a minimum: (a) Location determination, development, testing, and water quality analysis of a new water supply (two new wells); (b) Design drawings for implementing a new water filtration and treatment process (reverse osmosis anticipated); (c) Construction/implementation of designed water filtration and treatment process, including installation of required water quality testing equipment; (d) Construction of utility infrastructure, site work, and any additional equipment and infrastructure required for a complete and operational system; (e) responsible for all FDEP permitting requirements associated with all aspects of this contract. All design build firms responding to this notice must provide qualifications for evaluation based upon the following criteria in descending order of importance: (1) Design/build experience with projects of type and scope similar to that of this project. This includes water well drilling, water chemistry and analysis, water well development, water filtration processes, water treatment systems, systems integration, PLC controls, existing system retrofits, water transmission and distribution, and water storage. General experience in the coordination, construction, and commissioning of water and utility systems. (2) Past performance, demonstrating quality of work, professional expertise, technical competence, successful teaming relationships, and the ability to effectively schedule and manage projects of type and scope similar to that of this project. Experience and abilities in construction project management. This includes preparing and monitoring a critical path method (CPM) schedule for projects of the type and scope similar to that of this project; coordinating all work (prime and subcontractors) to assure that it is completed in accordance with plans and specifications; providing cost control oversight to ensure all contract work is performed within budget; ability to assure efficient scheduling performance of the work by own forces, subcontractors, and material suppliers to meet the schedule completion date; and completion of punch list in a timely manner. (3) Demonstrated ability to provide innovative, cost effective design and construction solutions, with emphasis on water and wastewater processes and systems in remote areas with limited access and environmentally sensitive resources. This includes building and well construction, control systems, water treatment systems and utility work while maintaining a continuous supply of potable drinking water during renovation of water treatment facilities and replacement of water distribution systems. (4) Demonstrated past experience in complying with Florida Department of Environmental Protection water quality regulations and permitting requirements. Design-build firms, which meet the requirements of this announcement, are invited to submit an original only of Standard Forms (SF) 254 and SF 255, U.S. Government Architect-Engineer Qualifications, to the office indicated above for Phase One evaluation. The SF 254's and 255's are formatted for Architect/Engineer and related services. The construction element of the firm shall also be addressed on the SF 254 and 255. If any of the above contract requirements are to be performed by subcontractors, provide the required documentation related to each experience factor for each subcontractor. Only responses received by 4:00 p.m. Mountain Daylight Time, on May 17, 2001 will be evaluated further. Two to five of the most highly qualified design-build firms will be short-listed to participate in Phase Two of this design-build selection process. In Phase Two, a Request for Proposal (RFP) will be made available to the short-listed firms. It is anticipated that this RFP will be issued electronically, and will contain existing condition drawings and evaluation criteria for technical and firm-fixed price proposals. In Phase Two, water quality test results will also be provided for an area similar in nature to the expected conditions anticipated in the Flamingo District. This will serve as the basis for each short-listed firm to prepare their technical and firm-fixed price proposals. The successful firm will be responsible for providing a technical and firm-fixed price proposal which will utilize the existing water treatment building and equipment to the maximum extent possible, while ensuring a safe and reliable water supply and treatment process that conforms to the rules and regulations established and enforced by the FDEP. Design submittals and/or round table reviews will be required at approximately 30%, 70% and draft 100% design stages. As-built drawings will be required upon construction completion. Firms will be required to prepare a design proposal and a management plan (describing management philosophy, schedule, team organization, quality control and safety), as part of the Phase Two technical proposals. A price proposal will also be required along with technical and management proposals. A pre-proposal conference will be held approximately 10 to 14 days after the RFP has been issued to answer questions. Each firm will be required to submit both a technical and price proposal within 45 days after receipt of the RFP based upon evaluation factors identified in the RFP. A stipend fee of $10,000 will be awarded to each short-listed firm providing a responsive, but unsuccessful proposal under Phase Two of this selection process. Award of a single contract will be made to the "best value" firm by approximately August 2001. The procurement is open to small and large business and is subject to Public Law 100-656, The Business Opportunity Development Reform Act of 1988. Because this acquisition could result in an award over $1,000,000, the selected firm will require a subcontracting plan, if the firm is a large business concern. The term of the contract shall be one year with four one-year options. The contract is guaranteed a minimum of $10,000 during the life of the contract.
