- Design/Build Reserve Center Addition, Naval Reserve Center, Duluth, Minnesota. The purpose of this "sources sought" synopsis is to gain knowledge of potential Small Business Administration (SBA) qualified sources and their size classifications (HUBZone 8(a), 8(a), and HUBZone small) relative to NAICS Code 233320 (size standard $27.5 million average annual receipts for preceding three fiscal years). Responses to this "sources sought" synopsis will be used by the Government to make appropriate acquisition decisions for planned Fixed Price Contract -- see submittal requirements below. After review of the responses to this "sources sought" synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published in the Commerce Business Daily (CBD). A response to this "sources sought" synopsis will not be considered an adequate response to a forthcoming solicitation announcement. A response to this "sources sought" synopsis will not result in your firm's name being added to a plan holder's list to receive a copy of the solicitation. There is no solicitation available at this time. All interested offerors will have to respond to the resultant solicitation announcement in addition to, and separate from, responding to this "sources sought" synopsis. Interested parties must document any "teaming arrangements" proposed to complete the work; i.e. mentor-prot g , joint venture, etc. Interested parties must submit their qualifications for both the design and construction firms, address technical and management capabilities and past experience of both the design and construction firms with renovation and construction work of similar size (dollar magnitude) and nature. In addition, interested parties must submit a list of similar contracts performed (limit the list to 5 projects performed in the past 3 years). The list must include contract numbers, client's name, client's point of contact with phone number and email address, description of the work, dollar size, specific description of the respondent's actual work involvement (the respondent's status as prime or subcontractor, the respondent's actual scope of work and the dollar value of that work). Respondents shall also include the name, address, and telephone number of their bonding companies and current bonding capacity. Adequate facilities are required to conduct training, recruiting, and administration of Naval Reserve units assigned to NRC Duluth, MN. This project is envisioned as a "design/build" project. The awardee will be expected to provide a full design as well as all construction and renovation work. Joint venture partnerships will be considered. The Scope of Work includes the renovation of certain existing facilities, the construction of a one-story addition to be used for administrative and training purposes, and the construction of a 1 -story building to be used as an assembly hall. Total new construction is estimated to approximate 490 square meters. This project also provides a whole center upgrade to architectural features, mechanical and electrical systems as well as painting of the existing exterior to match new building additions. The additions must be in concrete and steel with masonry exterior walls, pitched roof, concrete floors, and steel stud/gypsum board interior wall system. The total area includes space for: offices, assembly hall, auditorium, male toilet/showers, locker room, exercise areas, shop area, training aids room, conference room, storage, and garage. Support facilities include fire alarm systems, information systems, air conditioning, and fencing. Renovations include removal of existing walls, relocation of heating, ventilation, air conditioning and plumbing, replacement of floor coverings, and interior and exterior painting. The construction of this project will provide antiterrorism force protection/physical security in compliance with the minimum construction standards as directed in "Interim Department of Defense Antiterrorism/Force Protection Construction Standards" dated December 19, 1999. These standards require blast-hardened construction for exterior walls, roof, windows, and doors of this primary gathering facility to provide a "Low Level of Protection" against a "Stationary Vehicle Bomb Tactic" at a "Low Severity Threat Level" at a standoff distance of 80 feet. This project also includes demolition of existing parking and relocation of this parking for Anti-Terrorism Threat reduction. This project will renovate the existing reserve center training buildings as necessary to efficiently configure spaces to allow for the minimum new construction necessary. The estimated magnitude of the project is between $2,610,000.00 and $3,000,000.00. The period of performance is between 12 and 14 months after Notice to Proceed. If an 8(a) business were to receive an award as prime contractor as a result of an 8(a) program set-aside, the firm will be required to comply with FAR 52.219-14(b)(3) to perform at least 15 percent of the cost of the contract, due to the special trade work, not including the cost of materials, with its own employees. Respondents shall provide evidence that on past contracts of a similar nature, they were able to comply with this requirement. Responses to this "sources sought" synopsis must include information as to the size and classification of the business responding relative to the NAICS Code 233320 and its $27.5 million dollar size standard. Only firms located within a 75-mile radius of the Duluth, Superior area will be considered. In addition, only firms providing complete information required by this synopsis will be evaluated. This is not a solicitation announcement; this is a "sources sought" synopsis only. This notice is to assist the Engineering Field Activity, Midwest in determining potential sources only. No solicitation is currently available. If and when a solicitation is issued, the solicitation, plans and specifications will only be available for downloading on the NAVFAC website at www.esol.navfac.navy.mil. No hard copies will be furnished or mailed. All offerors must be CCR registered in order to receive a government contract award. To register, the CCR Internet address is: www.ccr2000.com. All firms responding to this sources sought synopsis are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later in the CBD and all interested parties must respond to that solicitation announcement separately from the response to this "sources sought" synopsis.
