- This sources sought does not constitute a solicitation of proposal, authority to enter into negotiations to award a contract for the contemplated effort has not been received and funds are not currently available. The Stellwagen Bank National Marine Sanctuary has a requirement for the Design and Construction of a Research Vessel. The Stellwagen Bank National Marine Sanctuary (SBNMS) is an 842 square mile marine protected area designated in November 1992 by the U.S. Congress and located between Cape Cod and Cape Ann, Massachusetts. The sanctuary is managed by the National Oceanic and Atmospheric Administration (NOAA) through special regulations, educational activities, research and enforcement. The goal of management is to protect Sanctuary resources and accommodate multiple uses that are compatible with resource protection. An administrative office and research vessel are maintained in Scituate, Massachusetts. The intent of this CBD announcement is to request an expression of interest from BOAT builders and to provide a cost estimate, preliminary drawings, specifications and estimated time of delivery for the acquisition of a stock vessel based upon the following specifications. If the vessel can be procured within the budget and NOAA obtains funding, then a RFP for procurement will be issued in the CBD announcement. Any response to this CBD Announcement by a contractor in no way obligates or commits the SBNMS to pursue this matter any further. For the eventual RFP (if pursued), best value source selection procedures will be used, taking into consideration price and other, nonprice factors in the selection of the winning offer. These other factors may include: technical approach and capabilities, management approach and capabilities, personnel qualifications, facilities and past performance. 2.0 GENERAL REQUIREMENTS FOR DESIGN AND CONSTRUCTION The Specifications contained herein (the Specifications) describe the requirements for the design, engineering analysis, fabrication and testing of one research vessel (RV). It is the intent of these specifications to describe the construction and performance requirements for a research vessel, complete and ready for service. The Specifications describe the features and functions of the RV, and together with other referenced documents, define the RV with respect to required performance, equipment, outfitting, arrangements and structure. The Specifications provide information to assist the Contractor in determining the quantities of major components and material and data needed to determine size, capacity, rating and power of equipment. The Contractor shall furnish all labor, material and equipment and perform all operations required to construct, test and deliver the RV as specified herein. All material and equipment utilized in the construction and outfitting of the RV shall be new. Equipment and components shall be designed, selected, installed and tested In accordance with manufacturer's recommended practices and installation requirements. Equipment and components shall not be used on the RV in any way which would void the manufacturer's warranties. All systems and equipment shall operate within the manufacturer's parameters under the conditions specified in later sections. The number of different types, sizes and models of equipment and components used on the RV shall be limited to the minimum practical. System components such as pumps, motors, fittings and valves shall be standardized throughout the RV as much as possible to limit support and maintenance requirements. The proposed design shall be based on an existing parent design for which at least two hulls have been built and sold. Each previously built design shall have been in service for at least two years with a minimum of 300 hours of operation per year, per design in an environment similar to that described in this specification. There shall be no outstanding warranty claims against the boat or the design. The Contractor may be asked to provide documentation and references verifying these requirements. 2.1 Performance Characteristics The RV will operate on an exposed ocean route primarily to conduct year round oceanographic research, but it will also be suitable for enforcement, whale watching and VIP tours. The maximum number of people to be carried is six passengers and two crew. The RV will be classified as a public vessel and inspected by the USCG. The vessel shall have twin-diesel engines, water jet drives and all welded aluminum hull. All piping systems on the RV shall be zero discharge, except for the raw seawater cooling system and the emergency bilge system. The main propulsion engines shall be electronically controlled and be certified to meet the latest IMO NOX limits. The Contractor shall ensure that the RV is designed and constructed in accordance with the Required RV Characteristics shown in Table 1 and shall perform all studies and calculations necessary to ensure that the RV meets all of the operational and technical requirements of this specification and its intended service. These details are intended to convey form and function. Alternate methods, technical details and equipment may be proposed. Below deck the hull should be subdivided into watertight compartments, including as a minimum, forepeak, accommodations, engine room and lazarette. The accommodations below deck should also provide three berths, a galley with refrigerator, four burner stove and sink. In place of a fourth berth, an electronics platform shall be provided. There shall be a flying bridge above the pilot house to seat 4, with no controls, and an awning. The following options are also requested: A toilet and shower space outfitted with a marine type head, 400 gal independent holding tank system, a shower, sump pump, hot and cold water pressure water set, 50 gal potable independent water tank. An additional starboard side steering station Air conditioner for enclosed spaces Heat exchanger for enclosed spaces Windshield wipers The main deck aft is to be flush. The entire main deck is to be fitted with a railing all around, including pulpit, with boarding gates port and starboard and an aft removable gate at the transom. The following oceanographic research equipment is to be supplied: A hydraulic A-frame with a SWL of 500 pounds is to be fitted aft. An aft steering station incorporating A-frame controls Salt water deck washdown pressure set and hose Transom mounted dive platform An electro-hydraulic power pac is to be installed to supply hydraulic power to the A-frame The main deck forward shall have a bowsprit and roller to stow the anchor and pulpit for access. An anchor windlass with local and remote control shall also be installed. Any interested sources are to submit information within 30 days from the date of this publication.
