Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a writeen solicitation will not be issued. The provisions and clauses in this RFQ are those in effect through FAC 97-23 and DCN 200001213. The Regional Contracting Department, Pearl Harbor, Hawaii intends to negotiate a Sole Source contract with Andrew Canada for: CLIN 0001: Five (5) each Bifilar Helical Antennas, P/N: 63305A-5, 245-315 MHZ, transportable, RH circular polarization. Delivery of items FOB Destination to Camp H.M. Smith, HI. The NAICS Code is 334290 and the small business size standard is 750 employeess. All contractors must be registered in the Central Contracting Registration database to be eligible for Department of Defense contract awards. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at http://www.gas.gov/forms/pdf_files/sf1449.pdf to submit a quotation. Quoters shall provide the following information required by FAR 52.212-3, Alt I. Offer Representations and Certification -- Commercial Items. The following clauses apply: FAR 52.212-1, Instructions to Offierors -- Commercial; FAR 52.212-2, Evaluation -- Commercial Items -- the following shall be used to evaluate offers: (1) Technically Accepable and (2) Price. The Government intends to award a single contract resulting from this soliciation. FAR 52.212-4, Contract anTerms and Conditions -- Commercial Items, and FAR 52.232-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. REVIEW OF AGENCY PROTESTS (FISCPH) (APR 2000) (a) The contracitng activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protests in accordance with the requirement set forth in FAR 33.103(d). (b) Pursuant to FAR 33.103(d)(4), agency protests may be filed directly with the appropriate Reviwing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISCPH is the Deputy Director, Regional Contracting Department (Code 200A), Fleet and Industrial Supply Center, Pearl Harbor, at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly idnetify the initial adjucating official, i.e., the "Contracting Officer", or the "Reviewing Official". (d) Offerors should nogte this review of the Contracting Officer's decision will not extend GAO's timeliness requirement. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action. Quotations must be received no later than 3:30 PM, HST, 4 May 2001.
