Description
The CECOM Acquisition Center -- Washington on behalf the US Army Night Vision Electronic Sensors Directorate, Countermine Division, Humanitarian Demining Branch, is seeking sources for non-developmental Mechanical Mine and/or Vegetation Clearing Systems with the purpose of performing a System capabilities demonstration. The Government intends to conduct a capability demonstration of selected promising systems at a Government test facility located in Fort A. P. Hill, Virginia during the timeframe of August through November 2001. The proposed effort will attempt to demonstrate the potential, with possible further development, of commercial-off-the-shelf mechanical equipment to address the mechanical mine and/or vegetation clearing problem in the area of Humanitarian demining. The Mechanical Mine and/or Vegetation Clearing Systems shall be capable of demonstrating some or all of the following capabilities in order of importance to the Government. 1) Support a variety of interchangeable tools capable of performing the diverse tasks involved with working in landmine suspect areas, e.g., mulchers, sifters, grinders, rakes, etc. 2) Clear a minimum of 200 m2/hour of light to medium vegetation (>100cm tall grass and brush) and cut 10 cm diameter trees and brush. 3) Be capable of on-road and off-road operations in all types of weather and terrain. Be capable of self-transport, less attachment, for distances less than 30 km without destroying roads or bridges. 4) Be capable of destroying or removing landmines by grinding, sifting, raking, flailing, etc. 5) The system must be transportable, reliable, maintainable, and logistically supportable in third world mine affected countries. 6) Demonstrate the feasibility of protecting the system and operator, if applicable, with applique armor to withstand a blast equivalent to a .56 kg (TNT) bounding fragmentation mine at 2 meters. The proposed work will attempt to establish a technical baseline for mechanical mine and/or vegetation clearing technology in reducing risk to manual deminers while creating a mine free zone. All responsible sources having non-developmental systems capable of addressing the above requirements may submit a proposal that will be considered by the agency. The proposals must include a system technical description to include capabilities and the costs associated with conducting a maximum five (5) day technical capabilities demonstration at the above mentioned test facility. The Government will pay selected sources cost for round trip transportation of the equipment and labor cost and per-diem for 1 certified operator not to exceed a total of $25,000. Proposals will be evaluated based on the proposed systems ability to meet the above technical requirements and the total proposed cost for performing system test. Awards against this announcement can be made for 2-years after receipt of proposals. Specific costs and terms and conditions will be negotiated prior to award. The Government contemplates the awarding of Firm Fixed Price type purchase orders. The Government reserves the right to select for award all, some, or none of the proposals received. All personnel representing the source at the Government test site will be required to sign a hold harmless waiver form. The selected sources are responsible for arranging return transportation of their equipment from the Government test facility upon completion of the demonstration. Based on the outcome of the technical capabilities demonstration select candidate systems may be considered for inclusion in the Humanitarian Demining Equipment catalog or possible further development and testing in mine effected countries. Responses should be no longer than five (5) pages. Responses are to be received via e-mail within 45 calendar days from the date of this notice. To be eligible for award of a contract, a prospective contractor must meet certain minimum standards pertaining to financial resources, ability to comply with the performance schedule, prior records of performance, integrity, organization, experience, operational controls, technical skills, facilities and equipment. Also, registration in the Contractor Central Registration prior to award, is mandatory. For additional information and guidance concerning qualifications and standards for responsibility of perspective contractors, please refer to FAR Part 9. There will be no formal request for proposal or any other solicitation document issued in regards to this announcement; therefore, interested parties should be alert for any Amendments to this announcement that may be published in the Commerce Business Daily or posted on the Interagency Business Opportunity Page (https://abop.monmouth.army.mil) under the solicitation number (DAAB15-01-R-1020).
