Description
THIS IS NOT A REQUEST FOR PROPOSAL. The National Institute of Neurological Disorders and Stroke (NINDS), Office of Communications and Public Liaison intends to negotiate a modification of additional effort and funds to an existing contract (N02-NS-98138) with Ogilvy Public Relations Worldwide. This contract provides "Public Education and Outreach Activities on Neurological Disorders and Strokes." The project results from a mandate by Congress to bring important health messages to the public, and is associated with public education strategy, a public education program, and an information clearinghouse. The contract mechanism includes but is not limited to the following four tasks: 1) services in the planning, development, implementation and evaluation of health communications products and activities, 2) development of intermediary networks, 3) materials development for professional audiences and 4) clearinghouse establishment and management. One of the primary tasks under the contract is the establishment and administration of an information clearinghouse. The contractor was charged initially with responding only to inquiries concerning stroke and Parkinson's disease, but forewarned that the task may be expanded to encompass the institute's 648 other disorders. As a result of the Congressional mandate for increased education the number of disorders Ogilvy must now handle has increased nine-fold, and subsequently the contractor's workload has risen dramatically. The additional hours are needed to cover this increased activity. The level of effort shall be increased by 12,750 hours this year and each of the following option years under the current contract, to provide for additional support services as outlined above. Authority for this action is 41USC 253 (c) (1) as set forth in FAR 6.302-1. See numbered Note 22 which applies. Collect calls will not be accepted.
