- SUBJECT: United Nations/U.S. Department of Energy Hybrid Conference DESC: The U.S. Department of Energy's National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to The University of California at Irvine, Irvine, CA to provide all materials, support, work or services in accordance with the following Statement of Work. Statement of Work titled "International Colluquium and Exhibit on Environmentally Preferred Advanced Energy Generation (ICEPAG) and United Nations/U.S. Department of Energy Hybrid Conference." 1.0 Introduction -- The University of California, Irvine Advanced Power and Energy Program, in response to the U.S. Department of Energy (DOE) request, will support the organization and administration of the above-mentioned conferences according to the Statement of Work. 2.0 Statement of Work -- The Advanced Power and Energy Program (APEP) shall perform two (2) specific tasks: (1) Conference Organization and Planning and (2) Conference Administration. Task 1 -- Conference Organization and Planning. With the Conference Planning Team, consisting of representatives from the U.S. Department of Energy, the contractor shall provide the following: Subtask 1.1 -- Recommendation and decision of venues for conferences. Subtask 1.2 -- Discussion and decision on: *Conference speakers and *Publications and distribution of advertising. Task 2 -- Conference Administration. The contractor shall provide the administration of both the ICEPAG and UN/DOE Hybrid conferences. Specific activities to be performed in this effort include: Subtask 2.1 -- Pre-Conference Administration: *Contract with hotel and other vendors; *Design and produce conference brochure; *Develop and post registration brochure and registration information for both conferences on individual websites; *Distribution of conference brochures; *Solicit and contract with exhibitors; *Manage presenter relationships and *Oversee all aspects of participant registration. Subtask 2.2 Conference Administration -- *Handle all arrangements for food, exhibit hall and conference presentation room space including audio-visual presentations; *Manage registration desk and *Manage exhibitor and presenter relationships while at conference. 3.0 Deliverables/Schedule -- The deliverables for this program include: 1) Hotel contract; 2) Conference brochure; 3) Conference and 4) Proceedings of UN/DOE conference. This purchase order is being issued to the University of California at Irvine to conduct and direct the conference because it has held the International Colloquium and Exhibit on Environmental Preferred Advanced Energy Generation for the past two years. To have any other organization hold this conference would not be in the best interest of the government since, no other organization has the expertise in environmental advanced energy generation, domestic and international contacts in this area and experience in hosting this conference. Thus, no other organization can provide these services. The addition of the International Conference on Hybrid Power Systems at the end of the International Colloquium and Exhibit on Environmental Preferred Advanced Energy Generation will have a synergistic effect on both conferences since international participants can easily attend both of these events with one trip to the U.S., thus enabling a wider distribution of information. Thus, no other organization can provide the total package of services. The University of California at Irvine is uniquely qualified, to perform and manage the work being purchased under this purchase order. This request is considered to be sole source to The University of California at Irvine. Therefore, no solicitation will result from this announcement. This award shall be made using simplified acquisition procedures. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by NATL.. The responses must convey the ability of the response to meet the stated requirements. The documentation shall include descriptive literature containing sufficient technical literature to establish a bonafide capacity of meeting this requirement. Only FAX responses will be considered.
