Description

The United States Department of Agriculture (USDA, Animal Plant Health Inspection Service (APHIS), Marketing and Regulatory Program -- Business Site (MRP-BS), Specialized Contracting Service Center (SCSC), intends to enter into Sole Source, Open Market Commercial buy under a Purchase Order with Speedware USA, Inc. The intended award is considered an upgrade to the current maintenance agreement that was issued to cover 10/01/2000 to 9/30/2001. This is a small business set-aside. This requirement falls under SIC Code 7379. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1) only one responsible source. The upgrade technically meets as follows: (1) Capability Limited to function under Hewlett Packard (HP 3000) which is the current equipment under Government use; (2) Upgrade from HP 3000/937 class 40 to N4000/100 class. If there are any other vendors that can satisfy this requirement with a commercial item that would not create any detrimental impact to the program mission efforts should respond by providing convincing data for meeting each mandatory technical requirement within 7 days after publication of this synopsis. In addition to providing convincing data for satisfying this requirement, please also provide the following: (1) Company Name and address, (2) Contact Name, Title, and Telephone Number; (3) Company Tax Identification Number (TIN), (4) Company status-small business, woman owned, veteran owned, 8a, hub zone, disadvantaged, or large. Such qualifications and capabilities will be solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 7 days or without the required information will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Any information submitted will not be returned. The Government does not intend to pay for any information provided in response to this synopsis.
