Description
Rental of 2, 10-Person Modular Barracks for the Forest Service, Los Padres National Forest, 6755 Hollister Avenue, Suite 150, Goleta, CA 93117. DUE: Close of Business 05/28/01. DESCRIPTION: This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This is Invitation For Bid (IFB). The applicable North American Industry Classification System (NAICS) code is 444190. Small Business Size Standard is 5 million. NOTES: 1. Monthly rate will be prorated for the first month by actual installation completion date. Monthly rate will be calculated on a 30-day basis. 2. Only one installation/setup and removal charge per unit. Removal will be paid at the time the services are ordered by the Government and have been completed by the contractor. SCOPE OF WORK: The scope of this contract is to provide the rental, delivery, installation and eventual removal of mobile barracks units (new or used) on the Los Padres National Forest. The contractor shall provide a minimum of 10,200 square feet of living space in approved mobile buildings to be installed on Government furnished pads with Government furnished utility connections. This is an option year contract for a base period of 3.5 months with additional four 1-year options; the performance under the contract during the subsequent years is contingent upon the appropriation of funds (see FAR Clause 52.232-18. The term of the lease shall begin with the delivery and setup for occupancy desired by June 15, 2001, and run thru September 30, 2001. The following four years are option periods based on our needs, and are contingent upon appropriation of fund approval each fiscal year. The subsequent years lease period shall be from October 1, 2001 through September 30, 2002; October 1, 2002 through September 30, 2003; October 1, 2003 through September 30, 2004; and October 1, 2004 through September 30, 2005. PROJECT LOCATION: Offerors are encouraged to perform a site visit to assure the adequacy of the existing facilities. The Government assures the existing pads are sufficient for placement of a 28 foot by 64 foot unit, however, offeror's shall provide a proposal on how the unit's offered will be placed upon the sites specified. ARROYO SECO FIRE STATION: 2 Each (10-Person Barrack) From Highway 101, exit at Elm Avenue in Greenfield, California. Travel East on Elm Avenue for approximately 10 miles to the Arroyo Seco Road. Proceed East on Arroyo Seco Road for approximately 12 miles to Arroyo Seco Recreation Area. SPECIFICATIONS OF MOBILE UNITS: General: 1. Carpet shall be of industrial grade and standard color. 2. Interior colors shall be standard to the housing industry that minimizes the appearance of dirt and damage. 3. Exterior colors shall be earth tones that compliment the natural forest surroundings. 4. Sheet rock wall construction. 5. Minimum 100 gallon propane water heater per ten persons. 6. Central propane heat. 7. Standard mini blinds on all windows. Sleeping Area: 1. Maximum two persons per sleeping area, and designed for twin bed use (no bunk beds). 2. Minimum of 130 square feet per room. 3. Keyed, lockable doors. 4. At least one window per room (minimum of 15 square feet). 5. Adequate heat and light. 6. Closets, if built in, need to be separate and keyed, lockable doors 7. Two built in reading lights in each bedroom. Bathrooms: 1. Two unisex bathrooms per ten beds. 2. Minimum of one totally accessible bathroom. 3. One shower stall per bathroom. 4. One commode per bathroom. 5. One sink, mirror, and light with gfci counter outlets outlet per bathroom. 6. Ventilation fan in each bathroom. 7. Frosted window (minimum 6 square feet) per bathroom. 8. Linoleum flooring. Kitchen: 1. Two ranges with four burners and oven per ten persons. 2. Over range hood with fan and light on each range. 3. Refrigeration (minimum 88 cubic feet) per ten persons. 4. Two each double sinks per ten persons, one sink & adjacent counter space shall be accessible. 5. Minimum 36 square foot counter space per ten persons. 6. Minimum 159 square foot of cabinet per ten persons. 7. Linoleum flooring. 8. Adequate standard outlets w/ gfci counter outlets, and lighting. 9. Window over each sink (minimum 9 square feet). 10. Pantry storage with adjustable shelves (64 square feet minimum). 11. Built in microwave. 12. Mounted 2.5 pound Type A-B-C fire extinguisher. Common Area: 1. Minimum 200 square feet. 2. Carpeted. 3. Adequate electrical outlets adjacent to kitchen area. 4. Window (minimum 48 square feet). 5. Exterior door. Utility Room: 1. Minimum 60 square feet. 2. Linoleum floor. 3. Lighted with wall switch. 4. Provide hook-ups for clothes washer & propane dryer 5. Provide utility sink. Additional Sink Area: 1. Two accessible sinks with lights above, with gfci counter outlet, and mirror per ten persons. 2. Linoleum floor. Common Traffic Corridors: 1. Lighted 2. Carpeted 3. Minimum 42 inches wide. Exterior Building: 1. Two door access, each with lighted exterior and with a minimum 5 foot by 5 foot landing and ramps. 2. Roof to meet local snow and wind codes. 3. Skirting which matches exterior siding color. CONTRACTOR OBLIGATIONS: Deliver, place, set up, install skirting, connect all exterior hookups, and install porch and ramps. General service or repair for any unit or component shall be the leaser's responsibility for duration of lease. (Government to provide minor maintenance (change bulbs, filters) & janitorial). All barracks units must meet American Disabilities Act (ADA) and Uniform Federal Accessibility Standards (UFAS) requirements and possess gender equal bathroom and shower facilities. All barracks units shall be constructed utilizing the current Uniform Building Code (UBC), Uniform Plumbing Code (UPC), National Electrical Codes (NEC), and National Fire Protection Association Code (NFPA 101 Life Safety). The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; and FAR 52.215-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercial Items with the additional FAR clauses stated at the following paragraphs within 52.212-5 applying: (a)(b)(5)(11)(12)(13)(14)(15)(18)(24)(d)&(e); 52.217-5, Evaluation of Options; 52.217-8, Option to Extend Services; 52-217-9, Option to Extend the Term of the Contract; 52-232-18, Availability of Funds for the Next Fiscal Year; 52.254-4, Government-Furnished Property. The Government is providing the site to place the mobile unit, water (standard hose bib connection), sewer (standard 4 inch connection), and 100 AMP power hookups.
