Description

The U.S. Coast Guard Headquarters, Office of Acquisition, Office of Contract Support, General Contract Division (G-ACS-2b) has a requirement for Cutter Boats. These Cutter Boats are intended to be carried in dual davits onboard WHEC and WMEC Cutters. This commercial item acquisition is being conducted in accordance with FAR part 12 and FAR subpart 13.5. The resultant contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) basic contract, and delivery orders may be issued against the basic contract for quantities up to the maximum ordering quantity of each contract line item. The ordering period for this contract will be from date of award through five (5) years thereafter. The solicitation number is DTCG23-01-R-DO1004 and it is being issued as a Request For Proposals (RFP). This solicitation is a 100% small business set aside. The U.S. Coast Guard anticipates award of a Firm Fixed Price contract with a minimum ordering quantity of one (1) Cutter Boat, one (1) trailer, one (1) spare fendering system, one (1) 250-hour set of spares, one (1) set of spare electronics, one (1) spare propulsion system, and one (1) initial training class for 8 people. The contract will include a maximum ordering quantity of up to 14 each additional Cutter Boats, trailers, and 250-hour spares packages. The contract will include a maximum ordering quantity of up to ten (10) each additional propulsion systems. The contract will also include a maximum ordering quantity of up to 16 each additional spare fendering systems and spare communication/navigation electronics packages. Finally, the contract will also include a maximum ordering quantity of up to six (6) each additional training packages. Boats will be delivered FOB Destination to California, MD. Details will be included in the solicitation. It is anticipated that the RFP will be available in early May, with proposals due 30 days after the issuance of the RFP. The RFP and all attachments will be posted to www.eps.gov and available for download under solicitation number DTCG23-01-R-DO1004. The opening/closing response date listed is an estimate. See numbered note one (1). The NAICS code for this acquisition is 336612, with a small business size standard of 500 employees. This synopsis does not constitute an IFB or RFP, nor does its issuance restrict the Government as to the ultimate acquisition approach. All responsible small business sources will be considered. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
