Description

The Volpe National Transportation Systems Center (Volpe Center) intends to purchase on a non-competitive basis with Primagraphics, LTD, New Cambridge House, Litlington, Nr. Royston, Herts, a commercial-off-the-shelf ASDE-3 Radar Plot Extraction, Tracking and Display System. This procurement will be processed in accordance with FAR Part 13. This proposed action is for supplies for which the Government intends to solicit and negotiate with only one (1) source under the authority of FAR Subpart 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received would normally be considered, solely for the purpose of determining whether to conduct a competitive procur ement. The Volpe Center is requesting that Primagraphic s LTD provide hardware, software and support services for the Federal Aviation Administration s Runway Incursion Reduction Program (RIRP) at the Dallas-Fort Worth International Airport (DFW). This system will be functionally identical to two Data Fusion System s previously delivered under this program at DFW and to the Volpe Center under the Safe Flight 21 (SF21) program. The Primagraphics ASDE-3 Radar Plot Extraction, Tracking and Display Systems consists of CAT Processor, 32Mbyte SDRAM with Jaguar Digital input card and Lion Animator Display Controller; CAT Tracking Processor, 32Mbyte SDRAM with clutter map processing and adjustable parameters by geographic region; ASDE-3 Radar Input card; Vantage II Single Channel Radar Scan Conv erter with RGB output daughterboard; SPARC CPU-50 with integration kit; Sun Solaris Operating System for the SPARC CPU-50 including TCP/IP and NFS; 4.5 Gbyte Winchester Disc Drive (mounted on 717000 drive module); SUN Type 5 keyboard, mouse, pad and cable; 5U 9 slot VME Enclosure with 400W power supply; CAT Track software single user license; PARIS Software Host License for Solaris 2.6; X Server Single User Support License; System cables, including Vantage/Virgo/Jaguar cable, radar input cable, and video output cable; and, user and technical manuals for the system and all its component hardware and software. A detailed Statement of Work will be set forth in the RFQ. Small Business firms classified under NAICS Code 54199 that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication. Small Business firms must provide a system that would need to demonstrate its ability to: 1. Take the same inputs as the Primagraphics (i.e., ASDE-3, etc.) without modification; 2. Load the Volpe software without modification; 3. Run the Volpe software without modification to the system or the Volpe software; 4. Run the Volpe software with the same level performance or better than the Primagraphics system; 5. Delivery of a fully integrated system within 4 months. Interested firms are requested to submit a minimum of 2 pages but not more than 5 pages of descriptive documentation describing a system comparable to the ASDE-3 system listed above.
