- FOUR (4) GRAPPLE MOUNTED RADIATION DETECTION SYSTEMS; TWO (2) SYSTEMS WILL BE MOUNTED ON TWO (2) EXISTING HAWCO 8 YARD 8 LINE GRAPPLES AND TWO (2) SYSTEMS WILL BE MOUNTED ON TWO (2) EXISTING HAWCO 12 YARD 8 LINE GRAPPLES. GENERAL: THE SYSTEM WILL CONSIST OF FOUR (4) CRANES AND GRAPPLES WITH VISUAL AND AUDIO WARNINGS IN THE CRANE OPERATORS AREA AND AT A REMOTE LOCATION UP TO SIX (6) MILES FROM ANY CRANE. DATA LOGGING OF EQUIPMENT QUALITY CONTROL AND RAW DATA ON A PERSONAL COMPUTER IS REQUIRED AT A REMOTE LOCATION. DETECTION SCHEME MAY IMPLORE EITHER GROSS GAMMA AND/OR NUCLIDE SPECIFIC METHODOLOGIES. EFFICIENCY OF EACH SYSTEM MUST BE AT LEAST EQUIVALENT TO A DETECTOR VOLUME OF 48 INCHES BY 48 INCHES BY 7 INCHES OF PLASTIC SCINTILLATION MATERIALS FOR THE FOLLOWING RADIONUCLIDES: AMERICIUM (AM) -241; RADIUM (RA) -226 IN EQUILIBRIUM; CESIUM (CS) -137; AND COBALT (CO) -60. THE GRAPPLE MOUNTED DETECTOR SYSTEMS MUST BE CAPABLE OF DETECTING LOW LEVEL GAMMA AND NEUTRON EXPOSURE RATES INSIDE THE GRAPPLE. THE SYSTEM SHALL DETECT AND ALARM WITH A PROBABILITY OF GREATER THAN 99 PERCENT WHEN EXPOSED TO CS-137 DISCREET SOURCE WITH AN EXPOSURE RATE OF 30 muR/HOUR MEASURED AT ONE FOOT PLACED AT 1.5 METERS FROM THE BASEPLATE OF THE MATERIAL HANDLING AREA. DETECTION LIMITS ARE GIVEN IN AIR DUE TO THE VARIABILITY OF SHIELDING AND MATERIAL DENSITY OF SCRAP MATERIALS. SYSTEM MUST ALSO BE SENSITIVE AND ALARM WHEN EXPOSED TO NEUTRON RADIATION. SYSTEMS MUST INCORPORATE WIRELESS COMMUNICATION FROM THE DETECTOR TO THE OPERATOR ALARM CONSOLE AND ALSO TO THE REMOTE LOCATION. QUOTES RESULTING FROM THIS SOLICITATION MUST INCLUDE THE DIMENSIONS AND WEIGHT OF EACH ASSEMBLY. ONLY EXISTING PRODUCTION MODELS OF EQUIPMENT THAT HAVE BEEN USED BY THE SCRAP METALS RECYCLING INDUSTRY WITH A PROVEN TRACK RECORD OF PERFORMANCE WILL BE CONSIDERED. UNPROVEN PROTOTYPES WILL NOT BE CONSIDERED. QUOTES RESULTING FROM THE SOLICITATION MUST PROVIDE A LIST OF USERS AND POINT OF CONTACT FOR REFERENCE PURPOSES. CUTTING INTO THE GRAPPLE TINES WILL NOT BE PERMITTED FOR EQUIPMENT INSTALLATION. ONSITE INSTALLATION, TEST, AND STARTUP SUPERVISED BY FACTORY AUTHORIZED REPRESENTATIVE TO THE SATISFACTION OF A U.S. ENVIRONMENTAL PROTECTION AGENCY REPRESENTATIVE USING THE SPECIFICATIONS AS A BASIS FOR ACCEPTANCE.
