Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Proposal (RFP) 900830. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This acquisition is 100% Small Business Set Aside. The North American Industry Classification System (NAICS) Code is 33422 with a size standard of 500 employees. The Federal Bureau of Investigation (FBI) requests proposals for 150 Sony BM-77ST stereo transcribers or equal product. The salient characteristics are: Tape format shall be: PHILLIPS type compact cassette; Track format shall be: Quarter-track, 2 channel, stereo; Tape speed: 1 7/8 and 15/16 ips; Fast winding time: approximately 2 minutes, 20 seconds w/ C90 tape; Frequency response: 200 -- 5,000 Hz (@ 15/16 ips), 200 -- 10,000 Hz (@ 1 7/8 ips); Speaker: Approximately 5.7cm (2 1/4") diameter; Power output: 350mW (@ 10% distortion); Earphone output: Stereo 3.5mm jack; Line output: Stereo (2) RCA gold plated jacks; Power requirement: Supplied AC power adaptor for use on 120VAC, 60 Hz; Power consumption: 14W (with supplied AC power adapter); Dimensions: Approximately 200 x 75 x 245 mm (w/h/d); 7 7/8 x 2 7/8 x 9 3/4"; Foot Pedal (rewind/fast forward/start/stop [listen]); Stereo headphone with in-line volume control; Accessible Head azimuth control; Adjustable auto backspace; Speed control; Tape counter: LCD Digital Display (time; min/sec); and Playback shall be muted in the Fast Forward and Rewind mode. Delivery will be to FBI ERF Building 27958A, Quantico, Virginia 22135. Provision 52.212-1, Instructions to Offerors -- Commercial Items (10/00) is incorporated by reference; Addenda to 52.212-1 changes (b)(10) Past Performance to read as follows "Past Performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including past performance ratings with contract numbers, points of contact with telephone numbers and other relevant information" and adds (b)(12) Offeror shall state it's delivery terms. Provision 52-212-2 Evaluation -- Commercial Items (1/99) is incorporated by reference. Addenda to 52.212-2 -- "The following factors shall be used to evaluate offers (listed in descending order of importance): (1) Technical Acceptability; (2) Past Performance; (3) Delivery; (4) Price. Technical and past performance, when combined, are equal to price. Offerors shall include a completed copy of Provision 52.212-3 Offeror Representations and Certifications -- Commercial Items (2/01) with its offer. Clauses 52-212-4 Contract Terms and Conditions -- Commercial Items (3/01) and 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (8/00) are incorporated by reference. Addenda to 52.212-4 changes to read as follows: (g) "The contractor shall submit an original invoice to the address designated in the contract. A proper invoice shall include: name and address of contractor; invoice date; FBI purchase order number and/or contract number; vendor invoice number; description (including contract line item, quantity, price); shipping and payment terms; taxpayer identification number; banking information sufficient to facilitate an electronic funds transfer; and name, title, phone number and mailing address of person to be contacted in the event of a defective invoice." Clauses added to 52.212-4 are: 52.211-6 Brand Name or Equal, 8/99; 52.216-22 Indefinite Quantity, 10/95 -- (d) "...the contractor shall not be required to make any deliveries under this contract after the contracting officer has notified the contractor of the expiration date of the contract."; and 52.217-6 Option for Increased Quantity, 3/89 -- "The CO may exercise the option by written notice to the Contractor within 10 days." The applicable clauses in 52.212-5 are: 52.222-26, 2/99; 52.222-21, 2/99; 52.222-35, 4/98; 52.222-36, 6/98; 52.222-37, 1/99; 52.225-15, 2/00; 52.232-34, 5/99 reads as follows "...The contractor shall provide this information directly to the office designated in this contract to receive that information (hereinafter 'designated office' by 15 days after award."; and 52.239-1, 8/96.
