- Description
- NASA/JSC plans to issue a Request for Offer (RFO)for High Energy Proton Testing. This will be a one year contract with one 4-year option. The contract will be an IDIQ type contract. Radiation testing includes split beam testing allowing two NASA tests to be conducted simultaneously with proton energies ranging from 50 MeV to 200 MeV. Flux level dynamic range must be at least 2E8 to 1E7. NASA testing regimens include 12-16 hours per day over 3 to 5 consecutive days. The contract will allow development of adjuncts, upgrades, and new peripheral devices in suport of a unique test or as an improvement in the general test capability of the facility. NASA/JSC intends to purchase the items from Indiana University under the authority of 10 USC 2304(c)(1). There is no other known source that has the ability to meet the requirement for flexible testing and recommended shared beam testing at a required level of 50 MeV to 200 MeV. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 18, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
