- Description
- This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This non-competitive action will be processed in accordance with FAR 6.301-1. (Only one responsible source and no other supplies or services will satisfy agency requirements.) The Maxview Corporation's application is the primary application used by the government to view electronic drawings. Maxview Corporation has played an integral part in the development of Electronic Bid Solicitation (EBS) process. No other company could provide the continuity of the further development of the EBS process. Changing applications would render this development useless for at least two years while the workforce is retrained. A sole source quote is being requested pursuant to this announcement and shall reference requisition number DACW66-01-T-0110. Summary of requirements for this requirement is as follows. All engineering and software customization services shall be provided for the development of the following Uniform Drawing System (UDS) compliant document tools. They are the marker utility, target utility, sheet identification utility, sheet definition utility, and document compiler. All utilities shall be developed for both AutoCAD and Microstation. Utilities shall be compatible with AutoCAD (versions 13, 14, 2000) and Microstation (versions SE, J, V8). This solicitation incorporates all of the applicable provisions and clauses in effect through 97-21, as if stated in full text, as well as the terms and conditions of FAR 51.212-1. Offerors should include a copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. Provision 52.212-2, Evaluation-Commercial Items applies to this acquisition. The following evaluation factors will be used in awarding the acquisition: price and past performance. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 252.204-7004, Required Central Contractor Registration applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions required to implement statutes or executive orders-commercial items, applies to this acquisition. A firm fixed priced commercial items purchase order, utilizing the simplified acquisition procedures, will be used.
