- NASA/KSC is soliciting information for potential sources for Railroad Maintenance Support at Kennedy Space Center. The effort will consist of non-personal services to perform routine and emergency track maintenance and repair of approximately 40 miles of Government owned tracks. Potential sources will be required to provide management, personnel, tools, equipment, and materials required to maintain the railway trackage, switches, grade crossings, signal systems, bridge track and attached walkways, and right-of-way. Routine maintenance will consist of inspecting, removing, replacing, unloading, repairing, installing or reinstalling rails, ties, ballast/rock, switches, control and signal equipment (electrical and mechanical), tie plates, anchor spikes, bolts, concrete crosstie fittings, grade crossing components, and associated items or materials. Emergency repair consists of minor and major derailments and crossing signal operating problems. All work shall be performed in accordance with the Maintenance and Inspection Standards as defined in Code of Federal Regulations Title 49, Transportation, Part 213, Track Safety Standards. Currently, the railroad maintenance is being performed under contract NAS10-97020 by Railroad Track Construction Corporation and expires on 12/31/2001. The contract to be recompeted will cover a 5 year period. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Responses must include the following: name and address of firm, size of business; average annual revenues for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, Veteran-owned, and/or woman-owned; number of years in business; list relevant work performed the last three years providing contract numbers, contract type, dollar value of each, and point of contact, address and phone number. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in Internet "Note A". The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. This procurement is anticipated to be a competitive set-aside for small business firms in NAICS Code 234990, with a size standard of $17 million. A firm fixed price contract is contemplated. The basic period of performance will be one year, beginning January 1, 2001, with four one-year options. This requirement is subject to the Service Contract Act of 1965, with the primary place of performance at Kennedy Space Center, FL.
