- This market survey is being conducted to identify qualified sources capable of providing Contractor Field Services Representative (CFSR) services, New Equipment Training (NET) and Power Inverter /Auxiliary Power Supply Interim Contractor Support (ICS) on the High Mobility Digital Group Multiplexer (DGM) Assemblages (HMDA) for a period of performace consisting of one twelve month base year and three twelve month option year provisions. The U.S. Army Office of the Project Manager, Warfighter Information Networks -- Terrestrial (PM WIN-T), is seeking certified HMDA equipment CFSR, NET and ICS sources that have demonstrated and are capable of providing these services to the U.S. Army over the specified period of time commencing 01 October 2001. The proposed action is a continuation of services that are currently being provided on a time and materials type contract numbered DAAB07-97-C-F764 with Laguna, Industries Inc. (LII), 1 Mesita Industrial Parkway, P.O. Box 1001, Laguna, New Mexico 87026. This contract provides Contractor Field Service Representative (CFSR) services, New Equipment Training (NET) for the High Mobility Digital Group Multiplexer (DGM) Assemblages (HMDA) and Interim Contractor Support (ICS) for the HMDA Power Inverter required to support the new inverter configuration material exchange action and Auxiliary Power Supply (APU) support. The HMDA System is a shelterized communication equipment suite mounted on an Extended Capacity Vehicle (ECV) that provides battlefield communications to Echelons Above Corp (EAC). The Downsize DGM System, currently in use by the U.S. Army National Guard Bureau (NGB), the U.S. Army Reserves (USAR), the Signal Center Training School at Ft. Gordon, GA and two High Tech Training Centers (HTTC), is the predecessor technology to the HMDA System. A CECOM contract, DAAB07-94-C-F774, was awarded to LII, for one-hundred and seventy-three HMDA Systems plus option quantities, to provide the remaining number of systems required for all active army, NGB, USAR, Signal Center School and HTTC fieldings. The HMDA is a product of lessons learned during Desert Storm and is designed to provide communications systems a greater ability to keep up with fighting forces. Additionally, it provides Continental United States (CONUS) based units the ability for rapid deployment to Outside the Continental United States (OCONUS) sites. All interested sources must provide a detailed technical dissertation of past and present HMDA CFSR, NET and ICS experience when responding to this market survey. Responses should contain a Title Page, Synopsis, System(s) Description and Supporting Data. The title page should contain the system(s), date, and the name and telephone number of the author and/or other points of contact. The synopsis should provide evidence of vendor experience and briefly summarize the capabilities of the vendor to support the equipment cited above. The synopsis should also reflect the vendor's previously demonstrated performance in managing and supporting similar equipment/systems comparable in size and complexity.
