- Description
- The U.S. Environmental Protection Agency (EPA), as part of a court ordered settlement agreement, has a requirement for the services of an expert to develop an Environmental Impact Statement (EIS) in order to evaluate the impact of mountaintop mining and valley fill practices in the Appalachian Coalfield Region in the state of West Virginia. The settlement agreement has identified Prof. Jay Stauffer of the Pennsylvania State Univeristy, University Park, PA, to develop the EIS. The EPA intends to award a purchase order, on a sole source basis, to the Pennsylvania State University. This notice is not a requrest for competitive quotations. See Numbered Note 22.
